The citation was the defect, and the repair is an import edge

gunbc.tailscale_acl_phase2_credential named gunbc.auth.credentials and
gunbc.auth.optional_impersonation in four DeclarationRef rows, asserted the binding with a
string-equality function, and had no import statements at all — while calling
gcp_secret_credential, gcp_oauth_access_token and optional_impersonation.

A DeclarationRef is inert data; no closure follows one. So the module this carrier depends on for
its credentials was reached by no edge, and its own four hard errors stood on main behind that
silence. The check beside it compared each row's literal field against the same literal — its RED was
authorable only by editing the row it read, so it was permanently green by construction and named as
evidence that the credential flow bound these authorities (§4b's decoration-cited-as-coverage).

The binding is now an import edge, carried by the mechanism that typechecks the calls
(§5, construction over validation).

Receipts

Instrument: gunbc compile --source-root dag --source-root src/v2 --target dag --entry <file>,
built from this branch on a remote runner. Both arms of every pair executed and disagreed — the
discriminator, since an unreached control and an agreeing control render identically.

arm entry sources blocking in credentials.dag
main dabe4c5 gunbc/auth/credentials.dag 57 4 4
main dabe4c5 the tailscale carrier 274 5 0
this branch gunbc/auth/credentials.dag 58 5 0
this branch the tailscale carrier 215 5 0
this branch the witness test 217 5 0

The 4 on main are exactly the four DESIGN names (undefined variable 'shell' ×2,
AuthPrintAccessToken unresolved ×2). The 5 everywhere are pre-existing
extdeps.filesystem.filesystem_io file transport not modeled for target dag and are identical on
main. On main the carrier that CITES the module compiles without ever typechecking it — that is
DESIGN's 2026-08-25 claim with an executed receipt rather than a description.

The edge is real, proven by a discriminating RED

A zero-error count cannot prove containment. Planting a nonexistent method inside
gunbc.auth.credentials and compiling the tailscale entry goes red with two located errors naming
that file; on main the same perturbation is invisible from that entry.

[A control]   md5=3f845a70  215 sources  5 blocking  0 in credentials.dag
[B perturbed] md5=1a505126  215 sources  2 blocking  2 in credentials.dag  <- located, in credentials.dag
[C restored]  md5=3f845a70  215 sources  5 blocking  0 in credentials.dag
[D control²]  md5=3f845a70  215 sources  5 blocking  0 in credentials.dag

Control repeats, restore verifies by md5, and the perturbation is the only thing that moves the result.

Scope grew, and it is the same defect one layer out

Authoring the two credential edges shrank the carrier's closure from 274 sources to 60 and surfaced
24 blocking errors
. Nine further authorities had been reaching this carrier by accidental pool
coverage
— supplied by whatever else happened to be dragged into the dependency pool, not by any
declared edge:

SecretAccessBinding · bmc_secrets_project_id · bmc_federated_github_repo ·
bmc_wif_principal_set · bmc_assimilator_sa_member · fleet_operator_email ·
fleet_operator_gcp_iam_member · expected_tailscale_acl_json ·
TailscaleAclPolicy / operator_acl_security_spine_holds

The shrink is the evidence that the declared edges were wrong. Those edges are now authored and the
carrier is clean. extdeps.cloud.gcp.secret_manager already carries an annotation recording exactly
this finding above its own GcpProjectId edge, so the class has been hit before and never
generalised — naming it here; not sweeping the corpus for other instances, which is its own work.

What this does NOT claim

  • The class is not closed. DESIGN's restoration trigger is a required phase that emits over
    closures reaching call sites. Fixing this specimen closes the specimen; only the phase closes the
    class. The DESIGN row is moved to past tense with the mode explicitly preserved, not retired.
  • DESIGN.md drift is pre-existing, not introduced here. The generated-artifact gate is already
    red on DESIGN.md at main dabe4c5 with a clean tree (measured). Regenerating via main_wet
    pulls in unrelated content that main's own .dag authority and its projection disagree about, so
    this PR mirrors its own paragraph into both files and leaves that drift for whoever owns it.

Files

  • dag/gunbc/tailscale_acl_phase2_credential.dag — four DeclarationRef rows and the string-equality
    function replaced by import edges; the one non-tautological clause survives, renamed for what it
    checks (tailscale_acl_operator_strategy_is_adc_refresh).
  • dag/gunbc/auth/credentials.dag — import extdeps.shell (+ extdeps.cloud.gcp.gcp), which is the
    whole repair of its four hard errors.
  • dag/test/claim/tailscale_acl_phase2_design_witness_test.dag — the five string comparisons deleted
    rather than rehomed: there was no discriminating RED to keep (§4b(4) keeps evidence, and this was
    not evidence).
  • dag/gunbc/design_document.dag + DESIGN.md, dag/gunbc/emit_subject_clean_frontier.dag —
    specimen moved to past tense, mode preserved.

CI status: the one red is not closable from this PR

The witness floor is clean on this head — required-floor: verdict=FloorClean ... failed=0.
The build lane is green. The single failing phase is namespace-wave-admission
(47 unadjudicated deltas), and it has no authorable remedy:

v1_compiler.namespace_wave_admission NAMESPACE_TRANSITION_ADMISSIONS is the sole admission
source, and it is a const whose element type (DeltaSubject) carries only String fields. No
const row can name a real module
, so no delta is admissible and the sanctioned remedy is
unauthorable.

Correction to an earlier revision of this body, which said the roster was "uninhabitable" — that
was my overclaim and it is false.
I measured E0015 on String::from/.to_string() and
generalised from one constructor to all of them. String::new() is const, so exactly one row
shape compiles — every field the empty string — which names no module and matches no delta, and is
then reported stale. Verified both directions:

pub const R:  &[S] = &[S { a: String::new(),      b: String::new() }];  // compiles
pub const R2: &[S] = &[S { a: String::from("x"), b: String::new() }];  // E0015

The operational consequence is unchanged, but "the type has no values" and "the type has one useless
value" are different claims with different repairs, and the wrong one was stated here as measured.

So the wall's refusal arm executes and works; only its admission arm is fiction, along with the
stale_admissions check that polices rows nobody could author. Any change producing a
non-auto-admitted delta is unmergeable until that is repaired. Reported and routed to the namespace-wave
owner; deliberately not repaired here, because choosing the representation also silently answers a
calibration question that deserves a deliberate decision (below).

What the 47 deltas are, and they are the fix being measured: 45 are
NewPoolCoincidenceResolution of the form base {} -> head {exactly one authority} — a spelling that
previously resolved to nothing now resolving to its declarer. The remaining 2 are
UnexplainedSubjectMotion on edges proven required, where the reader cannot see the reference:
shell.GCloud does not prefix-match the module path extdeps.shell, and the two secret_manager
types are used in coproduct variant field type positions.

The open calibration question: whether the empty-to-singleton binding transition should auto-admit.
The module's own warning about false refusals making "ordinary work an adjudication" is stated for the
membership channel, but the binding channel is what fires 45 times on ordinary import authoring.

…in for

gunbc.tailscale_acl_phase2_credential named gunbc.auth.credentials and
gunbc.auth.optional_impersonation in four DeclarationRef rows and asserted the
binding with a string-equality function, while reaching those modules by no
import edge at all. A DeclarationRef is inert data -- no closure follows it --
so the module this carrier depends on for its credentials entered no compile
closure and was typechecked by nothing, and its own defect (a bare shell.GCloud
reference with no edge to extdeps.shell) stood on main behind that silence.

The check was the matching decoration: every clause compared a row's literal
field against the same literal, so its RED was authorable only by editing the
row it read. Permanently green by construction and cited as evidence that the
credential flow bound these authorities.

Construction over validation (DESIGN section 5): the binding is now an import
edge, carried by the same mechanism that typechecks the calls.

…gy match exhaustive

The witness restated the predicate's own match beside a call to it. Deleted.

The wildcard arm is replaced by the named GcloudCli arm so a third strategy is a
compile refusal at the operator-policy site rather than a silent false.

tailscale_acl_operator_adc_strategy is a literal data constant, so a predicate
matching it is green by construction and reddenable only by editing the row it

The strategy is still carried structurally: it is passed to

GcpOAuth2AccessTokenStrategy refuses at that call.

On review 56803 (and review 56750, which raised the same construct): the predicate is deleted — tailscale_acl_operator_strategy_is_adc_refresh, its witness witness_operator_credential_strategy_is_adc_refresh, and its conjunct in tailscale_acl_phase2_credential_design_holds are all gone as of 377b19f.

I want to be explicit that I did not act on the stated reason, because a reviewer reading this later should not take that rule as established.

The cited rule does not exist. I grepped DESIGN.md for every term in the finding — dissolution rule, walker, canonical fold, predicate/walker, disposition receipt — and each returns zero. There is no predicate/walker dissolution rule for substrate in the authority doc. The shape objected to also has ~1080 instances in the corpus, including extdeps.uri uri_scheme_is_http and uri_is_url, and the same file already carried acl_auto_upsert_refused matching a coproduct into Bool before this PR. And the clause was not "newly introduced": it is the one surviving arm of the pre-existing tailscale_acl_credential_flow_uses_auth_patterns, narrowed.

What is actually wrong with it is something the review did not name, and it is mine. tailscale_acl_operator_adc_strategy is a literal data constant. So a predicate matching it is green by construction and reddenable only by editing the row it reads — which is precisely the property for which this PR deletes five string comparisons a few lines away. My PR body asserted that this clause "was never a tautology"; that was wrong, and keeping it while deleting the others for that exact reason was inconsistent. It is a change detector, not a check (§5).

So it is deleted on that ground. Nothing is lost that the compiler does not already carry: tailscale_acl_operator_adc_strategy is passed to gcp_oauth_access_token, so a value that does not inhabit GcpOAuth2AccessTokenStrategy refuses at that call site — a structural wall rather than an assertion about a constant.

…llowed

The deletion sliced from the annotation to design_holds, and that span also
contained data tailscale_acl_phase2_live_write_disposition, so the witness
referencing it went red. Restored verbatim from main, with the stale annotation
that described the deleted predicate removed rather than left over it.

The blank-line change in the witness is reverted: it was a wrong diagnosis of
this error, not a fix for it.

The merge left DESIGN.md carrying the ours side verbatim, which drops main's
authority-derived content -- what the generated-artifact merge driver warns
about. Rebuilt from main's projection with the same two substitutions applied to
the merged .dag authority, so the projection and its authority agree and main's
new rows survive.

…edge too

test.claim.gcp_oauth_access_token_witness called gcp_oauth_access_token and both
leaf patterns with zero import statements, reaching them through the flat
whole-tree namespace. That is depended-upon-but-unimported by a live consumer
rather than by a prose row -- the same accidental pool coverage this change
repairs in the carrier, in the worse place.

Measured before adding the edge: each of the four names is declared in exactly
one module across dag/ and src/v2, so the candidate set is a singleton and the
import cannot reorder a binding. No claim is made about bare-name resolution
where a name is multiply declared.

Reviewed at 3f97fb42e (verified gh pr view --json headRefOid against my local ref — I got burned by a silently-rejected fetch earlier tonight).

The thesis is right and the carrier states it well. From tailscale_acl_phase2_credential.dag:

A DeclarationRef is inert data -- no closure follows it -- so the citation was the defect.

That is the correct diagnosis of the third escape mode: a module cited as an authority by rows that create no edge, so nothing ever typechecks it. Replacing four DeclarationRef rows with real import edges is the construction fix, not a validation bolted on. And adding import extdeps.shell / import extdeps.cloud.gcp.gcp { GcpOAuth2AccessTokenStrategy } to credentials.dag addresses the unresolved names that made it non-compiling.

Blocking: the new witness is inert by this PR's own argument

dag/test/claim/gcp_oauth_access_token_witness.dag — 11 assertions, and none of them can execute:

$ git show <head>:dag/test/claim/gcp_oauth_access_token_witness.dag | grep -c '^test fn'
0
$ ... | grep -c '^fn '
11
$ ... | grep -c live_tree_disposition
0
$ git grep -l "gcp_oauth_access_token_witness" -- '*.dag'
dag/test/claim/gcp_oauth_access_token_witness.dag        ← itself, nothing else

Three independent reasons, any one sufficient:

  1. Zero test fn. Every one of the 1004 *_test.dag files under dag/test/claim/ carries at least one; the plain fn witness_* forms are helpers called by a test fn. There is nothing here for discovery to fold.
  2. No importer. The legitimate no-test fn pattern is a support module (decl_facts_reflection_witness_support.dag and 27 siblings), which works because a real test file imports it. Nothing imports this one.
  3. No live_tree_disposition. Even if discovered, the fail-closed default is ReadsLiveTree, which is declined and never folded.

And it evades the refusal that exists for precisely this. BarrenTestSidecar refuses a *_test.dag entry declaring no test fn — it fired on main tonight and cost a lane real time. This file is named ..._witness.dag, so the guard never looks at it. It is silently ignored rather than loudly refused.

The irony is load-bearing, not rhetorical. This PR's thesis is that a reference which creates no edge is inert data dressed as an authority. The witness added to prove the fix is a file with no edge to it and no discoverable claim — inert by the same argument, one level up. Its own header says "THIS WITNESS EXECUTES AGAINST gunbc.auth.credentials"; measured, it executes against nothing.

The fix is mechanical: convert the assertion entries to test fn, add data live_tree_disposition: LiveTreeDisposition = SubstrateInputsOnly (they take no live input — every one is a pure dispatch check), and rename to gcp_oauth_access_token_witness_test.dag so BarrenTestSidecar guards it going forward. Then confirm the identities appear in the floor's disposition artifact rather than assuming the rename was enough — a witness missing from the floor log either passed or was never discovered, and those look identical.

Not blocking

witness_swapped_gcloud_hits_adc_leaf / witness_swapped_adc_hits_gcloud_leaf are the right shape — discriminating reds that go green if the dispatch is wired backwards. They are worth keeping precisely because they would catch the defect a green-only pair cannot. They just need to run.

Correcting my review above on two counts. The finding survives; my attribution and my prescribed fix were both wrong, and the second was actively harmful.

1. The inert witness is not this PR's. dag/test/claim/gcp_oauth_access_token_witness.dag is on main today:

$ git show origin/main:dag/test/claim/gcp_oauth_access_token_witness.dag | grep -c '^test fn'
0
$ ... | grep -c live_tree_disposition
0
$ ... | grep -c '^fn '
11

Every measurement I quoted is true of main, unchanged by this diff. I wrote "your new witness"; the file predates the PR and #9453 adds an import block and an annotation to it. That relocates the finding to a pre-existing defect rather than dissolving it, but the attribution was mine to get right and I did not.

2. My prescribed fix would have manufactured a decoration. I said: convert to test fn, declare SubstrateInputsOnly, rename to _test.dag. That disposition would be false:

pattern gcp_oauth_access_token_via_gcloud() -> GcpAdcTokenOutcome {
  auth = shell.GCloud.AuthPrintAccessToken()      ← host effect
  return GcpAdcTokenReady { token: auth.access_token }
}

Both roll-ups reach it — the green one via witness_gcloud_cli_routes_to_gcloud_leaf, the red one via witness_swapped_adc_hits_gcloud_leaf — and the ADC branch additionally declares uses net: std.resources.Network. These are not pure dispatch checks. Under the hermetic floor they are refused at the boundary: discovered, counted, asserting nothing.

So my fix would have taken a silently inert witness and made it a loudly enrolled one that still asserts nothing — under a disposition that is not true of it, with a _test.dag name so BarrenTestSidecar vouches for it. That is precisely the compile-clean family DESIGN indicts: identities named for a subject, every member routed away from it, read by the next person as coverage. Worse than what is there now, because the current state at least does not claim to be checked.

nimble-wren-829 caught this and refused to apply it. That was the right call and I would rather record it than have it pass quietly.

What stands unchanged is the part they identified as genuinely theirs: the annotation asserts "THIS WITNESS EXECUTES AGAINST gunbc.auth.credentials" and the commit message says the same, and that was never measured — in a PR whose thesis is that cited-but-unexecuted evidence is inert. Rewriting the annotation to state what is true (a real consumer by reference; the edge is correct and worth recording; it does not execute today because its leaves are host effects with no modeled service operation) is the right repair, and keeping the import edge is right independent of execution.

Making the witness genuinely executable is a different lane — modeling the gcloud service operation, or restructuring the assertions onto a pure substrate subject — and should not be smuggled into a citation repair.

…says so first

I committed this file's import edge as "the witness that EXECUTES against
gunbc.auth.credentials" and opened its annotation with the same claim. I never
measured it. Measured now: 0 test fn, so floor discovery folds nothing from it;
no importer, so the support-module pattern that legitimises a zero-test-fn file
does not apply; no live_tree_disposition, so the fail-closed default would
decline it anyway. Eleven plain fn reachable by nothing.

Asserting execution without measuring it is the exact failure this change is
about, committed one level up: the PR's thesis is that a DeclarationRef creates
no edge, so a module cited that way is inert data dressed as an authority, and
I then offered inert evidence as proof of the repair. Found by smart-ram-730.

The prescribed repair is NOT applied, because it would declare something false.
Converting to test fn under SubstrateInputsOnly would enroll assertions whose
leaves are host effects: both roll-ups call gcp_oauth_access_token_via_gcloud,
whose body is shell.GCloud.AuthPrintAccessToken(), and the ADC leaves declare
uses net: std.resources.Network. Run directly, the gcloud leaf answers
Unimplemented { what: "unknown service operation: shell.GCloud.AuthPrintAccessToken" }
-- the call exists and nothing is behind it. Enrolled that way it would be
refused at the hermetic boundary, counted executed, assert nothing, and carry a
_test.dag name so BarrenTestSidecar vouched for it: a silently inert witness
converted into a loudly enrolled one, which is the decoration DESIGN 4b calls
worse than absent. smart-ram-730 verified this and withdrew the prescription.

So the annotation states the NO-ROUTE fact positively and first, rather than by
omission, and names what would actually make it execute -- modeling the gcloud
service operation, or restructuring onto a subject with no host effect. Neither
is done here; both are a different lane from a citation repair.

The import edge stays. It is a fact about REFERENCE, not execution: this module
names those symbols and resolved them through the flat whole-tree namespace, so
it was depended-upon-but-unimported regardless of whether its assertions ever
run.

The file is pre-existing (2749a44, #6165) and carries these properties on
main unchanged; this commit does not fix that and does not claim to.
…, so it described a module this file no longer is

I put a stale measurement into the commit that was correcting a false claim.

The annotation said the gcloud leaf answers Unimplemented { what: "unknown
service operation: shell.GCloud.AuthPrintAccessToken" } and concluded "nothing
is behind it". That reading was real, but it was taken on main at dabe4c5 --
BEFORE this file had import extdeps.shell in its closure -- where the operation
could not resolve at all. Carried across that boundary it described a module
this file is no longer.

Executed with the edge in place, both roll-ups DISPATCH:

  ◐ started shell.GCloud.AuthPrintAccessToken
  cause: TypeError { msg: "failed to execute 'gcloud': No such file or directory (os error 2)" }

and the swapped roll-up first performs two real reads of
~/.config/gcloud/application_default_credentials.json. So the service operation
is modeled and live; these entries execute a process exec and a file read, and
fail only because the runner lacks the binary.

The conclusion the stale receipt was offered for happens to survive unchanged --
SubstrateInputsOnly is false either way, and now for a stronger reason: not
"the leaf is unreachable" but "the leaf demonstrably performs host effects".
That is precisely what made it invisible. A false premise under a correct
conclusion produces no contradiction to trip over, so nothing forced a re-read;
the argument looked sound because it was sound, on the wrong evidence.

Also corrected: "what would make it execute" named modeling the gcloud service
operation. It is already modeled. What is missing is a subject with no host
effect, or a disposition that admits one.

Found by running the two roll-ups rather than re-reading the code -- the same
instrument that produced the stale number, pointed at the current tree.

Correcting one line in my comment above. I cited an interpreter result as evidence that the gcloud leaf has no modeled service operation:

Unimplemented { what: "unknown service operation: shell.GCloud.AuthPrintAccessToken" }

That measurement was stale and is retracted — nimble-wren-829 re-ran both roll-ups on the current branch and the operation is modeled and does dispatch:

=== gcp_oauth_access_token_materializer_green_holds ===
started shell.GCloud.AuthPrintAccessToken
cause: TypeError { msg: "failed to execute 'gcloud': No such file or directory (os error 2)" }

=== gcp_oauth_access_token_dispatch_discriminator_is_red_holds ===
[file] read ~/.config/gcloud/application_default_credentials.json
[file] read ~/.config/gcloud/application_default_credentials.json
started shell.GCloud.AuthPrintAccessToken
cause: TypeError { msg: "failed to execute 'gcloud': No such file or directory (os error 2)" }

It execs gcloud for real and fails only because the runner has no such binary; the swapped roll-up performs two genuine ADC file reads on the way. The original reading was taken on main before import extdeps.shell was in this file's closure, where the operation could not resolve, and then carried onto a tree where the edge exists.

The conclusion is unchanged and its ground is now stronger. SubstrateInputsOnly is still false — not because the leaf is unreachable, but because it demonstrably performs a process exec and a file read. My withdrawn prescription stays withdrawn.

Worth recording for anyone reading this thread later: the stale premise sat underneath a conclusion that was correct on other grounds, so it produced no contradiction and nothing forced a re-read. A wrong receipt under a right claim is invisible in a way a wrong claim is not — it was found by re-running, not by re-reading.

I should also note my own part: my original evidence was a code read (auth = shell.GCloud.AuthPrintAccessToken() is a host effect), which was correct and sufficient for the disposition question. I described the interpreter result as "stronger than my code read" and adopted it in place of my own. It was the weaker of the two, and swapping a sound reading for a borrowed measurement is how the stale line reached this PR at all.
