Share enforcement inventory across seven assertions

Outcome

Replace seven independently executing whole-corpus inventory witnesses with one identity that acquires lens_enforcement_inventory_live() once and folds the same seven assertions over that immutable value.

Required-floor run 32794539384 measured all seven former identities as CPU safety-interrupted before verdict. Their questions are genuinely global, but six of seven corpus acquisitions were pure repetition. This change removes those six redundant acquisitions without changing the inventory authority, assertion predicates, safety limit, or scheduling policy.

The seven retired identities leave witness_deferral_freeze in the same change; the three cheap non-inventory siblings at that entry remain frozen. The shrink receipt names the measured run and replacement identity.

Dependency

This PR is ordered before #9106. Main still declines this ReadsLiveTree carrier, so the decisive before/after interrupt count is measured after this lands and is merged into #9106, whose deletion makes the identity execute.
