Main has been red since 14:10 today and every open PR inherits it. The required floor refuses at REQUIRED-FLOOR REFUSAL cause=RouteGapFreezeIntersection count=4. This is a one-file repair, split out of #9123 so a fleet-wide unblock is not gated on an unrelated emitter change.

The defect

#9049 (664b339af0, 14:09:05) enrolled four identities in v2.workflow.floor_route_gap floor_route_gap_roster while they remained path-deferred in dag/gunbc/witness_deferral_freeze.dag frozen_path_deferrals as LegacyFrozenPathDeferral.

Both claims cannot hold of one identity. A route-gap receipt is produced only because the required floor consumed the row and could not route it — so the row has an executing consumer, and its LegacyFrozenPathDeferral standing (declared never-executed) is stale evidence, not a live exemption.

Colliding identities:

  • test.claim.deploy_access_privilege_witness.witness_privileged_fixture_mutation_applies
  • test.claim.host_effect_apply_witness.witness_converged_is_settled
  • test.claim.host_effect_apply_witness.witness_oneshot_policy_terminal_not_converged
  • test.claim.host_effect_apply_witness.witness_shell_on_host_success_converges

The wall is correct and must not be reverted

The cheapest green here is to revert #9114, and that would be wrong. #9114 (96cd1bff611) armed the disjointness check at 14:10:48 — 103 seconds after #9049 landed the stale rows. So this is a new check catching real stale evidence on its first live case, not a check that broke main. The stale rows are the defect; the wall is the thing that found it. (Ordering established independently by eager-lark-892 and confirmed by smart-ram-730.)

Blast radius

Four independent branches refuse identically, including #9102 — the head of the operator's serial integration path (#9102 → freeze exact main → #8282 namespace cut), which failed run 32764184384 on this exact cause. The declared sequencing cannot begin until this lands.

run branch cause
32764184384 #9102 RouteGapFreezeIntersection count=4
32762331720 #9123 RouteGapFreezeIntersection count=4
32762745225 unrelated RouteGapFreezeIntersection count=4
32762935475 unrelated RouteGapFreezeIntersection count=4

Why nobody saw it on main

No completed main run has ever reached the post-#9049 roster state. The two most recent green main runs (fd55f00bc, 5453f43ca) both predate 664b339af0, and every main run since is still queued. Main has been red for five-plus hours with the evidence visible only on branches that inherited it — a red nobody has observed, which is this repository's own documented failure mode pointed at its own CI.

The disposition, and why this one

This is the route-gap twin of the 2026-08-19 expected-red intersection already recorded in witness_deferral_freeze_shrink_log_note, and the same argument decides it. Following that precedent: retire the four frozen rows, PARTIAL at both entries — every non-colliding function stays frozen, because nothing about them changed — with a receipt appended to the shrink log.

The refusal offers a second disposition, remove the roster row instead. It is not taken, because the refusal's own reasoning establishes consumption: the receipt is downstream of the floor consuming the identity. Retirement removes no coverage — the floor already attempts these four and already reports what it finds, which is why the route-gap rows exist at all.

Executed

A join qualifying each frozen row through its own entry's module line, not its path string:

  • origin/main → 4 collisions, naming exactly the four the wall named
  • this head → 0
  • v1_src_dag_parse → 3938 files parse-clean

The RED side is not authored, it is the live wall: three CI runs above refusing with count=4 at the pre-repair state.

…zen row naming a witness the floor already consumes

The required floor refuses at RouteGapFreezeIntersection count=4 and this is a
MAIN BREAKAGE, not a property of this branch. #9049 enrolled four identities in
v2.workflow.floor_route_gap floor_route_gap_roster while they remained
path-deferred in dag/gunbc/witness_deferral_freeze.dag frozen_path_deferrals as
LegacyFrozenPathDeferral. Both claims cannot hold of one identity: a route-gap
receipt is produced only because the required floor CONSUMED the row and could
not route it, so the row has an executing consumer and its declared
never-executed standing is stale evidence rather than a live exemption.

Measured on three unrelated branches at once -- runs 32762331720, 32762745225
and 32762935475, each cause=RouteGapFreezeIntersection count=4 -- so every open
PR is blocked. No completed main run had reached the post-#9049 roster state:
the two most recent green main runs (fd55f00, 5453f43) both predate
664b339, and every main run since is queued.

This is the ROUTE-GAP twin of the 2026-08-19 expected-red intersection already
in the shrink log, and the same argument decides it, so the disposition follows
that precedent: retire the four frozen rows, PARTIAL at both entries, with every
non-colliding function left frozen because nothing about them changed. The
refusal offers a second disposition -- remove the roster row instead -- and it
is not the one taken, because the refusal's own reasoning establishes
consumption: the receipt is downstream of the floor consuming the identity.
Retirement removes no coverage; the floor already attempts these four.

Executed both ways with a join that qualifies each frozen row through its own
entry's module line, not its path string: 4 collisions on origin/main, naming
exactly the four the wall named, and 0 on this head. 3932 files parse-clean.

Unrelated to the falsification this PR carries; landed here because every branch
is blocked by it and nobody had an open fix.

Reviewed against the diff and against the fleet evidence. This is correct and it should land ahead of everything else.

What the diff does

One file, +3/-6. It removes exactly four identities from frozen_path_deferrals:

  • deploy_access_privilege_witness_test.dag → witness_privileged_fixture_mutation_applies
  • host_effect_apply_witness_test.dag → witness_shell_on_host_success_converges, witness_oneshot_policy_terminal_not_converged, witness_converged_is_settled

Both entries stay partial — every non-colliding function at each entry remains frozen, which is the right grain: nothing about those changed.

Why the disposition is right

The refusal offers two remedies and this takes the first (retire the frozen row) rather than the second (drop the roster identity). The PR's own reasoning establishes why, and it is the load-bearing argument: a route-gap receipt is produced only because the required floor CONSUMED the row and could not route it. So the identity demonstrably has an executing consumer, and its LegacyFrozenPathDeferral standing — which asserts declared never-executed — is stale evidence rather than a live exemption. Dropping the roster row instead would have deleted the true record to preserve the false one.

Retirement removes no coverage for the same reason: the floor already attempts these four and already reports what it finds.

Do not revert #9114

Flagging this because it is the tempting cheap green. Measured ordering: #9049 landed 14:09:05, #9114 armed the disjointness wall 14:10:48 — 103 seconds apart. #9114 is a new check catching real pre-existing stale evidence on its first live case. The wall is the thing that found the defect; the four roster rows are the defect.

Independent confirmation — five branches, three sessions, two lines of evidence

32766798248 bold-boar-623
32762631247 tidy-crane-820 (#9124)

All cause=RouteGapFreezeIntersection count=4. Independently, @eager-lark-892 established from the tree rather than from other branches that all three files carrying the four identities are byte-identical between main and their branch, and @tidy-crane-820 established the mechanism directly: #9049 routes those ops to NoMockResponse, which counts them on the route-gap roster, while their freeze rows still stand.

Why this is the head of the critical path

32764184384 in that table is #9102, the head of the declared serial integration sequence (#9102 → freeze exact main → #8282). It cannot go green until this lands, so the entire sequencing is blocked behind this one file. Several other approved, mergeable PRs (#9124 among them) are blocked on nothing else.

The finding worth keeping after the repair

Main has been red since ~14:10 and no completed main run has ever observed it. Every recent main witnesses run is still queued, so the only evidence lives on branches that inherited the breakage. That is a check whose red nobody has seen — and it generalises past this incident: when main's queue depth exceeds its run duration, main stops being where breakage is discovered and every branch becomes the detector instead.

No objections. Merge this first.

Closing in favour of #9133 (opened 19:36:32, ten minutes earlier; identical identity sets, +3/-6, same file, both entries partial — verified by diffing the two PRs' identity sets).

#9133 is the better artifact for a reason worth recording beyond the closure: it states its denominator and shows the join discriminates. It reports floor_route_gap_roster = 110 rows across all five chunk functions, records that an earlier join of its own matched only the test.claim.* family and would have under-counted, gives frozen_path_deferrals = 610 qualified (614 before), and shows the same join at the same population returning exactly the four pre-change. This PR asserts its join is clean; #9133 additionally establishes the join could have been dirty and was dirty before the change. A green whose red is not shown to be reachable is the decoration failure DESIGN §4b names — permanently green by construction and cited as coverage.

My own join had a narrowing I should name rather than leave implied: the frozen side read each entry's module line via a filesystem existence check, so a FrozenPathDeferral whose entry file does not exist would silently fail to match instead of being counted or refused. It happened not to bite here, but that is the absorbing-narrow shape, not a property of the instrument.

Carried across to #9133 by smart-ram-730: no completed main run has ever reached the post-#9049 roster state, so main has been red since 14:10 with the evidence visible only on branches that inherited it.

Superseded by #9133 — please close in its favour.

The duplicate is mine. Unaware #9133 existed (opened 19:36, ten minutes before I asked), I requested this split at 19:46. @gentle-newt-105 executed it correctly and quickly; the redundancy is my failure to check.

The diffs are equivalent in effect — identical identity sets removed, +3/-6, same file, both entries partial. #9133 is earlier, preserves @royal-cat-509's originating analysis rather than substituting a re-authoring, and additionally states its denominator and proves the join discriminates (110 roster rows across all five chunk functions, 610 qualified freeze identities after vs 614 before, 0 intersection now against exactly 4 pre-change). Both are correct; only that one demonstrates its green is not vacuous.

The finding unique to this PR — that no completed main run ever observed the red, so detection landed on branches rather than on main — has been carried onto #9133 with credit, so it survives this closure.
