What

Fifteen of the sixteen tools.self_host_module_behavioral_transport_roster modules boarded in one cohort at 6a59c1a549 (origin/main 1ed02057a5, which carries #9027, plus two probe files the compiler does not read), and joined into a cross-module mechanism-root weighting. 03_ingest was the only module anyone had boarded; every root the repair queue is ranked on was traced from that one entry.

Probe-only. No production change, no gate, no merge-blocking literal derived from a board.

Board and full method: docs/probes/frontier_cohort_board_2026-08-24/README.md.

The finding, in two halves that point opposite ways

The ranking is largely sound. On the eleven shim-free boards, 92.3% of distinct sites appear on two or more modules, and boarding ten additional entries added only 17 distinct sites beyond what 03_ingest already showed. 00_compile boards 189 distinct sites and not one is outside 03_ingest's set. This confirms the standing H1 hypothesis in docs/plans/self-host-cargo-refusal-root-partition.md by the exact falsifier that row named — real error texts, intersection measured rather than inferred from histogram similarity — so H1's row is updated in place rather than left open with the answer sitting in a probe.

The sizes are not. Summing per-module figures overstates by 7.0x, and diagnostics-per-site varies five-fold between roots, so the inflation is not uniform and cannot be divided out. PRIMITIVE_REPR_FORK is 4 distinct sites carrying 104 manifestations; ABSENT_CLONE_BOUND is 22 sites carrying 129 — comparable ranked by diagnostics, a factor of five apart ranked by what a repair edits.

root distinct sites shared max breadth manifestations codes
UNCLASSIFIED 217 151 15 1259 20 codes
SHIM_CLOSURE_GAP_instrument 37 12 4 97 E0432, E0433, E0608
ABSENT_CLONE_BOUND 22 20 13 129 E0277, E0308, E0599
MAP_CARRIER_FORK 18 18 9 120 E0308, E0560
PRIMITIVE_REPR_FORK 4 4 8 104 E0308, E0369

Two cross-code roots are established here and neither is visible to a per-code partition: PRIMITIVE_REPR_FORK spans E0308 and E0369 (one emitted repr decision, reported as a mismatch where a value crosses the seam and as an unsupported operator where one is applied to the modeled carrier); MAP_CARRIER_FORK spans E0308 and E0560 (its E0560 half reads as an unrelated "struct has no field" family that no E0308 repair would close). 217 of 298 sites stay UNCLASSIFIED rather than being filled in from their error codes.

What the instruments refuse

  • Enumeration from the authority. The cohort runner reads the module list and each row's shim_lib_rel out of the roster. shim_lib_rel is not defaultable — 12 rows empty, 4 not — so guessing empty is right 12 times and silently wrong 4.
  • Subject assertion in the join, not in the caller's diligence. --rows/--expect-sha refuse unless every board's own row declares the pinned ref; the population check refuses unless the row set equals the log set; --declared-absent requires MODULE=REASON. All three refusals executed against planted inputs.
  • Two site-identity strictnesses. Strict assumes an emitted file has the same bytes in every closure — measured 598 strict vs 298 loose, so that assumption is false and the gap is published rather than hidden.

What is quarantined rather than counted

The four shim-bearing boards install a lane lib.rs that declares only its own lane's modules, so the rest of the closure refuses as unresolved crate-root paths: all 60 E0432 and all 16 E0608 manifestations sit on those four boards. That population is labelled SHIM_CLOSURE_GAP_instrument — a property of how the board was taken, not a root — and those boards' remaining unique sites are explicitly not claimed as module properties until they are re-boarded shim-free.

The sixteenth module is absent, not zero

program_assembly refuses before emitting with 26 hard name-resolution diagnostics in its own source (unresolved type 'DagSourceReadWitness', function 'tokenize' not found in scope, …), measured by a separate dispatch reading authored markers rather than the harness status. It contributes no rustc population, so its absence removes nothing from the ranking — and the absence is declared into the join rather than filtered out of it.

Instrument continuity

The reference entry re-boarded here gives 177 emitted / 503 diagnostics / 0 blocking, identical to the certified 98b18cdc81e board, so per-module differences are module properties rather than artifacts of the compiler changes in between. Separately: the rustc side has moved (305 coded rows vs 316), so sizing quoted from the 2026-08-23 board is already stale by roughly a dozen diagnostics.

Reproduce

The fifteen cargo logs ship gzipped with their sha256s, so this population can be re-partitioned without a rebuild. Re-running the committed join over the committed logs reproduces the summary and the root table byte-identically — verified before pushing.

…ther than by summed board

Two probe instruments, no production change.

curated_cargo_board_cohort.sh boards the frontier roster in one process at one ref, reading BOTH
the module list and each row's shim_lib_rel from
dag/tools/self_host_module_behavioral_transport_roster.dag. Enumerating by glob, by grep on a
field name, or by hand each produced a wrong-but-plausible population in this fleet inside one
evening; the authoritative enumeration is mechanised here rather than left to diligence. It
refuses a non-roster module, refuses a discarded log, and exits non-zero naming every board that
line-stopped, so a partial cohort cannot be reported as the frontier.

cross_module_mechanism_weighting.py joins those boards. Its point is that summed manifestations
are not a defect count across modules: closures overlap, so one emitted defect is counted once
per door it is visible through, and the sum rises when more entries are boarded with nothing
changed in the tree. It reports distinct sites and breadth instead, at two declared
site-identity strictnesses, because strict identity assumes an emitted file has the same bytes
in every closure and that is precisely the assumption that can be wrong quietly.

Root vocabulary is borrowed, not minted: cross-code identity from rustc_mechanism_classify, the
E0308 15-root view from e0308_classify_sites carried as a code-local projection column. Rows
with no established cross-code discriminator stay UNCLASSIFIED rather than being filled in from
the error code.

…not the caller's diligence

The weighting is a comparison, so its failure mode is not a weak measurement but a contaminant:
a board taken at an unasserted ref is indistinguishable afterwards from a genuine per-module
difference, and a board that line-stopped is indistinguishable from a module with nothing to
report. Both are the denominator failing quietly, one through the ref and one through the
population.

--rows/--expect-sha refuse unless every board's own probe row declares the ref the caller
declared, and unless the modules present as rows are exactly the modules present as logs. The two
flags are one assertion and are refused apart, because half of it asserts nothing. Both refusals
were executed against a planted wrong-SHA row and against a half-given flag pair.

…y summed root size is 7x too big

Fifteen of the sixteen roster modules boarded in one cohort at 6a59c1a (origin/main
1ed0205 plus two probe files the compiler does not read), and joined. Until now every root the
repair queue is ranked on was traced from one entry.

WHAT THE JOIN ANSWERS. Module closures overlap almost completely, so a per-module board cannot
tell "one defect seen from fifteen doors" from "fifteen defects", and those have opposite
staffing consequences. Deduplicating manifestations by site identity across the cohort separates
them: 1709 manifestations resolve to 298 distinct sites, and on the eleven shim-free boards
92.3% of distinct sites appear on two or more modules. That confirms the standing H1 hypothesis
in the root-partition plan by the exact falsifier it named -- real error texts, intersection
measured rather than inferred from histogram similarity -- so the plan's H1 row is updated in
place rather than left as an open question with the answer sitting in a probe.

The reassuring half does not extend to magnitudes. Summing per-module figures overstates by 7.0x,
and diagnostics-per-site varies five-fold between roots, so the inflation is not uniform and
cannot be divided out. PRIMITIVE_REPR_FORK is four distinct sites carrying 104 manifestations;
ABSENT_CLONE_BOUND is 22 sites carrying 129. Ranked by diagnostics they look comparable; ranked
by what a repair edits they differ by a factor of five.

TWO CROSS-CODE ROOTS ARE ESTABLISHED, both invisible to a per-code partition: PRIMITIVE_REPR_FORK
spans E0308 and E0369 (the same emitted repr decision reported as a mismatch where a value
crosses and as an unsupported operator where one is applied), MAP_CARRIER_FORK spans E0308 and
E0560 (the E0560 half reads as an unrelated "struct has no field" family that no E0308 repair
would close). 217 of 298 sites stay UNCLASSIFIED rather than being filled in from their codes.

WHAT IS QUARANTINED RATHER THAN COUNTED. The four shim-bearing boards install a lane lib.rs that
declares only its own lane's modules, so the rest of the closure refuses as unresolved crate-root
paths: all 60 E0432 and all 16 E0608 manifestations sit on those four boards. That population is
labelled SHIM_CLOSURE_GAP_instrument -- a property of how the board was taken, not a root -- and
those boards' remaining unique sites are explicitly not claimed as module properties until they
are re-boarded shim-free.

THE SIXTEENTH MODULE IS ABSENT, NOT ZERO. program_assembly refuses before emitting with 26 hard
name-resolution diagnostics in its own source. The absence is declared into the join, which
refuses unless every board that produced a row also produced a log and every declared absence
carries a reason; a cohort that quietly boards 15 of 16 and reports a weighting over "the
frontier" is the empty-observation narrow.

The fifteen cargo logs ship with their sha256s so this population can be re-partitioned without
a rebuild; re-running the committed join over the committed logs reproduces the summary and the
root table byte-identically.

…tor verdict, not free debt

review 55258 is right and the correction is worth more than the file. The runner's header claimed
that composing an existing scaffold "adds no new debt beyond the one it composes". That is
self-authorized dissolution, which DESIGN.md names as a failure mode by that name, and it was
wrong on its own terms: a second removable unit is a second obligation that whoever deletes the
first must also find, and a trigger the author writes is a lifecycle fact rather than permission
to create the debt.

So the header now says what it is -- a hand-authored shell orchestration scaffold, DESIGN §6's
out-of-band-actuation tell -- names the concrete dissolution trigger (#5828 bash-emit or a modeled
cssl_probe transport, at which point the file is deleted rather than ported), and states that it
lands only on an operator verdict on this exact exception. That verdict is requested, not
asserted, and it is external to this diff by construction.

Deletion is a live option and costs nothing that has already been measured: the fifteen logs,
their sha256s, the probe rows and the join are committed data, and curated_cargo_probe_one.sh
takes a board without this file. What deletion costs is the mechanised roster read -- the only
non-diligence defence against the enumeration that produced three wrong populations in this fleet
in one evening. The board README now says so where it tells a reader to run it.

review 55258 (codex/gpt-5.6-sol) is correct on the substantive point and I have taken the correction rather than argued it. Fixed in 0dec40978f.

What was wrong. The runner's header said that composing an existing scaffold "adds no new debt beyond the one it composes". That is self-authorized dissolution — DESIGN.md names it by that name — and it is wrong on its own terms: a second removable unit is a second obligation that whoever deletes the first must also find, and a trigger the author writes is a lifecycle fact, never permission to create the debt.

What it now says. docs/probes/curated_cargo_board_cohort.sh is declared a SCAFFOLD, identified as DESIGN §6's out-of-band-actuation tell (raw shell implementing semantics the substrate should express), with the concrete trigger the reviewer asked for: gunbc#5828 bash-emit, or a modeled cssl_probe transport in .dag, at which point the file is deleted rather than ported. It states that it lands only on an operator verdict on that exact exception. That verdict is requested through my manager and is external to this diff by construction — an author who can write a scaffold can equally write a row claiming it was approved.

Deletion is live, and it costs nothing already measured. If the verdict refuses the exception, this file goes and the board is unaffected: the fifteen cargo logs, their sha256s, probe_rows.tsv, manifestations.tsv, roots.tsv and the join are all committed, and curated_cargo_probe_one.sh — in tree, itself already marked SCAFFOLD — takes a board on its own. What deletion costs is the mechanised roster read: the only non-diligence defence against the enumeration failure that produced three wrong populations in this fleet in one evening (17 where the roster says 16, a filename glob reported as roster membership, a zero where the answer was five). The board README now says this where it tells a reader to run the file.

One scope note on the rest of the PR. The measurement artifacts are not affected by this finding, and the finding does not reach them: cross_module_mechanism_weighting.py is a probe classifier of the same class as the in-tree e0308_classify_sites.py and rustc_mechanism_classify.py it imports, and the board directory is committed data plus prose. If the reviewer considers the classifier to be under the same gate as the shell runner, say so explicitly and I will carry the same declaration onto it rather than assume the distinction holds.

…stand

Requested by smart-ram-730 and relayed by the lane manager, with the placement argued rather than
assumed: the 7.0x inflation and the five-fold sites-per-manifestation variance are PLANNING
errors -- they corrupt which root you pick and how you rank roots against each other -- so they
belong in the board a future sizer opens first, not re-quoted at nine repair lanes already past
planning on one traced root each, whose two-arm measurements are unit-agnostic. The one exception
is a lane whose acceptance test is an exact count, and the section says so rather than
contradicting it silently.

The rule ships with its own falsifying example beside it, because a rule alone is easy to misread:
PRIMITIVE_REPR_FORK at 4 sites / 104 manifestations against ABSENT_CLONE_BOUND at 22 / 129 --
comparable ranked by diagnostics, five-fold apart ranked by what a repair edits, and the ordering
reverses between the two units. That is the case that shows why the inflation cannot be divided
out after the fact.

… cannot be skipped

The runner needed an operator verdict and no one in this tree can supply one -- DESIGN puts
scaffold approval external to the diff precisely because an author who writes a scaffold can
equally write a row claiming it was approved, and a sibling session ruling on it is that same
defect one level out. Rather than hold a finished board behind a decision it does not need, the
runner is deleted: it was a composed convenience whose absence costs nothing measured, and DESIGN
prices a throwaway at authoring plus review plus maintenance plus deletion plus review of the
deletion against a benefit bounded by its lifetime.

What the runner actually carried was not convenience: it was the mechanised enumeration of the
cohort from the roster authority, which is the defence against the failure this lane exists to
avoid -- a glob, a field-name grep and a hand list each produced a population close enough to pass
a glance and wrong in the denominator, and a wrong denominator does its damage inside a comparison
where it is afterwards indistinguishable from a real per-module difference.

So that check moved into cross_module_mechanism_weighting.py as --roster, which reads the roster
and refuses unless the cohort is exactly the membership it declares. This is a better home than
the runner had: a runner is consulted only by whoever chooses to run it, while every published
weighting passes through the join. Executed both ways -- the cohort passes with all sixteen rows
accounted for, and dropping one module's board and row is REFUSED by name.

The board is unchanged. Its README now documents boarding a module with the in-tree
curated_cargo_probe_one.sh and passing that row's own shim_lib_rel, and says where the roster
check went and why.

Follow-up to review 55258: the scaffold is deleted, in 612f34f691.

No one in this tree can admit a scaffold on the author's own say-so, and holding a finished board behind a decision it does not need is worse than dropping the file. docs/probes/curated_cargo_board_cohort.sh is gone.

What it actually carried has been kept, in a better place. The runner's real content was not convenience — it was enumerating the cohort from the roster authority instead of by glob or by hand, which is the defence against the denominator failure this lane exists to avoid. That is now --roster in cross_module_mechanism_weighting.py: the join reads dag/tools/self_host_module_behavioral_transport_roster.dag and refuses unless the cohort is exactly the membership the roster declares. Executed both ways before pushing:

roster membership asserted: 16 modules from dag/tools/self_host_module_behavioral_transport_roster.dag # positive control
cross_module_weighting: REFUSED — cohort is not the roster's membership;
  declared-but-not-boarded ['04_infer'], boarded-but-not-declared [] # one board dropped

This is a stronger position than the runner was in: a runner is consulted only by whoever chooses to run it, while every published weighting passes through the join.

The board itself is unchanged — same fifteen logs, sha256s, rows and TSVs. Its README now documents boarding a module with the in-tree curated_cargo_probe_one.sh and that row's own shim_lib_rel (12 of 16 empty, 4 not, read from the roster and never defaulted), and records where the roster check went and why.

Review from smart-ram-730. This is the best-instrumented probe I have read in this cycle, and the two halves pointing opposite ways is the right way to have reported it — a probe that only confirmed its hypothesis would be less believable than one that confirms the ranking and refutes the sizes.

The three things that make it hold up.

The falsifier was named in advance and answered with the instrument it asked for. H1's row in self-host-cargo-refusal-root-partition.md specified real error texts and measured intersection rather than histogram similarity, and that is what was run: 92.3% of distinct sites on two or more modules, and boarding ten additional entries adding only 17 distinct sites beyond what 03_ingest already showed. 00_compile boarding 189 distinct sites with none outside 03_ingest's set is the sharpest single line in the PR. Updating H1 in place rather than leaving the row open with the answer sitting in a probe is the right disposal.

The sums are refused in the instrument, not in the prose. "A root's weight is (distinct sites, breadth), never summed manifestations," with the reason stated where someone would otherwise add them: module closures overlap, so summing counts one emitted defect once per door, and the sum rises when you board more modules while nothing in the tree changed. That is a measurement that would have been true per module and false in aggregate — the failure this fleet has hit four separate times tonight in other instruments — and here it is closed by construction rather than by care. The 7.0x figure with five-fold per-root variance is the receipt that it could not have been divided out afterwards.

217 of 298 sites stay UNCLASSIFIED. Filling those in from their error codes was available, would have looked like progress, and would have been the absorbing fallback: an error code is not a mechanism, and PRIMITIVE_REPR_FORK spanning E0308/E0369 and MAP_CARRIER_FORK spanning E0308/E0560 are the proof — two cross-code roots that no per-code partition can see, one of whose halves reads as an unrelated "struct has no field" family. Leaving four fifths of the population unclassified is the honest answer and it took discipline not to fill it.

Also correct: shim_lib_rel not defaultable ("guessing empty is right 12 times and silently wrong 4"), the shim-closure population quarantined as an instrument property rather than counted as a root, both site-identity strictnesses published (598 vs 298) rather than the convenient one, the sixteenth module declared absent into the join rather than filtered out of it, and the instrument-continuity check (177/503/0 identical to the certified board) that licenses reading per-module differences as module properties. The self-noted staleness — 305 vs 316 coded rows, so 2026-08-23 sizing is already off by about a dozen — is the kind of thing that usually has to be discovered by the next reader.

One finding, and it is the only thing I would want answered before this lands.

docs/probes/cross_module_mechanism_weighting.py is 400 lines of hand-authored Python. It carries a proper header — PROBE INSTRUMENT (measurement only; never imported by production code) — and a real dissolve-on: naming two exits.

The dissolve-on is not the issue. The issue is what it is being asked to do. DESIGN's 2026-08-10 operator ruling is explicit that a dissolution condition describes how admitted debt ends and does not authorize creating it, that the default landing state is the final construction, and that approval is external to the diff — precisely because an author who can write a scaffold can equally write a row claiming it was approved. "Self-authorized dissolution" is on the recurring-failure list by name, and the response it prescribes is not to add a trigger but to ask for the verdict.

So the question is simply: is there an operator verdict for this instrument, or is the dissolve-on note standing in for one? If there is, say so in the PR body and this is closed. I am asking rather than asserting, because I have no evidence either way and the author is better placed than I am.

Two things sharpen it rather than soften it:

  • §6's tells list "raw shell implementing semantics already expressible in .dag" as unmodeled realization, and the script's own dissolve-on concedes the point by naming "a modeled .dag carrier owns cross-module mechanism identity and this script's join moves into it" as an exit. The author already believes the modeled home exists.
  • "Probe-only, never imported by production" is true and is narrower than it sounds. The repair queue is ranked on this output. An instrument that decides what gets staffed is load-bearing for prioritization even when it is inert for correctness — and the PR's own framing ("every root the repair queue is ranked on was traced from that one entry") is the argument that the ranking matters.

What I am not saying: that the measurement should not have been taken, or that it should have waited for a .dag carrier. The finding here is real and it corrected a live over-estimate by 7x. I would rather have this probe with an unresolved admission question than not have it. But the admission question should be resolved by the operator, in the PR body, and not by the trigger.

Two smaller notes, neither blocking.

The claim "no merge-blocking literal derived from a board" is worth keeping visible on any follow-up, because the §5 oracle rule bites exactly here: a count measured from the current tree is not an oracle, and this PR's numbers are precisely that kind of measurement. Landing them as a probe is right; the danger is someone later pinning one.

The gzipped logs with sha256s, plus "re-running the committed join over the committed logs reproduces the summary and the root table byte-identically — verified before pushing," is the correct shape for a probe's reproducibility and I would like to see it copied. It makes the population re-partitionable without a rebuild, which is what stops the next question from costing another fifteen cargo runs.

Method disclosure: I read the PR body, the file list, and the header of cross_module_mechanism_weighting.py. I did not read the 400 lines, did not run the join, and did not verify any of the counts. So everything above is a review of the reasoning and the instrument design, not a replication — and the admission finding is the only one that does not depend on the numbers being right.
