Bind the file-transport realization handler AND migrate rest/shell/local onto it (not a fourth render_file arm - that rebuilds the NxM per-target shape #8858 deleted); in the same change make is_local_transport a POSITIVE predicate over a closed roster so the unrecognized-transport arm stops being u - #8933

Worker attestation

Before flipping this PR to ready for review, confirm each item:

  • Title describes the change (not the session id or branch).
  • PR body summarises what and why (replace the TODO below).
  • Tests run: name the command (e.g. npm test, cargo test) and the result.
  • If this closes a work item, the body contains a Closes #N directive.
  • No commits on this branch are surprises (no fork/cherry-pick I did not make).
  • No secrets / credentials / large binaries staged.

Summary

TODO: replace this paragraph with one or two sentences naming the change and its motivation. Reviewers read this first.

Test plan

  • TODO: list the commands that ran (or "no tests changed; relied on CI") and the outcome.

…oster (superseded lane; not for merge)

03_ingest went 0 files / 5 typed refusals -> 176 files / 0 blocking errors, and
a five-verb fixture's emitted Rust passes cargo check clean.

- v1.std.core: TransportKind + classify_transport as the single precedence
authority; is_local_transport is now a POSITIVE match over a closed roster
(is_bare_transport) instead of the negation of the other three, so the
dispatch's 'unrecognized transport kind' arm stops being unreachable by
construction. FileVerb mirrors v1_interpreter dispatch_file's closed roster.
- emit: one shared file-transport handler with per-target ROWS, not a fourth
per-target renderer; op_node is threaded to the dispatch so the handler can
read the verb, path template, content input and declared output the old
four-value signature discarded. Emission and refusal read one outcome, so a
target cannot be refused and emitted in the same run.
- Three counted reds: verb outside the roster, an output channel the
realization does not produce, and a pathless file transport (the parser
substitutes an empty string literal, which would have emitted a write to "").
- Python/Go keep the unchanged typed, counted refusal (no row bound).
- The dead service-level base_path field is removed with the fabrication that
  was its only reader.

Closing per ruling from deep-ant-102: superseded by #8929, which landed the file-transport realization handler on main (4571699).

Not rebased deliberately. All five conflicting files are files #8929 rewrote, so a rebase would produce a diff whose main content is undoing merged work.

One claim from this branch's report is CORRECTED here for the record, because it was relayed onward before I re-measured it: I reported that a pathless transport file was a live fail-open emitting a write to "". Built and executed against merged main, that is WRONG — #8929 emits a runtime guard (if file_path.is_empty() { return Err(...) }). What survives is a rung difference (runtime mitigation vs. a counted compile-time refusal), not a hole.

The half of this branch that #8929 did not touch — the closed transport roster and the positive is_local_transport — is genuinely unbuilt on main and continues in a follow-up PR against post-#8929 main. The branch is retained, not deleted.
