HELD BY DECISION — NOT IN FLIGHT. Do not merge, do not queue, do not treat as pending review.

Cut B's precondition is a compiler seam (below, "Seam A") whose repair was declined at the owning
layer on 2026-08-22
, on the ground that a bounded compiler-floor packet whose completion condition
has moved should close and hand its residue forward rather than extend into a type-system project.
The decline has no owner and no schedule, so this PR is held indefinitely rather than queued.

Landing the deletion with a declared bounded residue was considered and rejected: a residue is the
right shape only when its owner will act on it, and here the named owner has already declined. It
would put a known-refusing required floor on main that everyone has been told to expect, which is how
a real red gets ignored three days later.

What would reopen this — and a better reproduction is NOT among them. Either (a) someone scoping
the resolve-layer change on its merits as a type-system change, which is legitimate work nobody has
costed; or (b) a measurement showing Seam A's blast radius exceeds the 9 declarations under
src/v2/extdeps/formatters/.

This PR is a complete, measured artifact whose only missing precondition is someone else's seam.

Deletes module_skips_direct_call_arg_check — the predicate that exempted every v2.* module from the direct-call ARGUMENT-TYPE judgment — and its call-site gate, in the .dag authority and the stage0 mirror. Cut B of the cut A / cut B lane. Cut A landed as #8873, so transparent aliases are understood at the comparison seam before the exemption is removed.

The clean arm is not the evidence — the red control is

"The basis runs clean after the deletion" is vacuous: a judgment that discriminates almost nothing produces exactly the same clean run as one that works. Three independent sources reached that rule — the roadmap's red_control (written months ago, so not shaped by tonight's hoped-for result), the paired-nonzero criterion smart-ram-730 substituted for my first one, and crisp-crab-430's "absence is not a wall — checking that a bad thing is currently missing is not checking that it cannot come back."

Two probe modules, byte-identical below line 1 — the only difference is that one is named v2.redcontrol and the other redcontrol.user. Each passes a String to an Int formal and to a record formal.

arm module rc diagnostics
BASELINE v2.redcontrol 0 none — silently admitted
BASELINE redcontrol.user 1 2 located type mismatches — positive control fires
AFTER v2.redcontrol 1 2 located type mismatches — now refuses
AFTER redcontrol.user 1 2 located type mismatches — unchanged
type mismatch: expected 'Primitive(Int)', got 'Primitive(String)'
type mismatch: expected 'Product(Rec)', got 'Primitive(String)'

One cell moved, and only the predicted one. The positive control is nonzero on both arms, so the planted mismatch is one the judgment covers and the v2 cell's silence was the exemption rather than an inert probe.

Arm identity, carried per arm rather than inferred: predicate occurrence count 0/0 on AFTER and 3/3 on BASELINE; binary md5 7e7da4bf5ef93fc24e2d8fd600e87a3b vs fa070b6fabeddea9e10afaf9391dce20.

Paired arms over the basis: no delta, and the nonzeros are on both sides

42 top-level src/v2/compiler/*.dag modules, re-derived by glob at 71d7da4e92; manifest .basis_hashes_71d7da4e92.txt, sha256 2bad4083efcb1795012ab486081201b8a7bbc39c0ecf0d085733924818f77b9b.

TOTAL[AFTER-0] n=16 ok=16 emit_refused=0 timeout=0 unmeasured=0 hard=0 advisory=3288
TOTAL[BASELINE-0] n=16 ok=16 emit_refused=0 timeout=0 unmeasured=0 hard=0 advisory=3288 <- chunk 0 pairs exactly
TOTAL[AFTER-2] n=13 ok=12 emit_refused=1 timeout=0 unmeasured=0 hard=26 advisory=1912
TOTAL[BASELINE-2] n=13 ok=12 emit_refused=1 timeout=0 unmeasured=0 hard=26 advisory=1912 <- chunk 2 pairs exactly
TOTAL[AFTER-1] n=13 ok=13 emit_refused=0 timeout=0 unmeasured=0 hard=0 advisory=1977
TOTAL[BASELINE-1] n=13 ok=13 emit_refused=0 timeout=0 unmeasured=0 hard=0 advisory=1977 <- chunk 1 pairs exactly

All three chunks pair exactly across the arms, every column. Chunk 2's hard=26 and its emit_refused=1 are IDENTICAL ON BOTH ARMS — that is how they are known to be pre-existing and not caused by the deletion, which an unpaired run could never have shown. unmeasured=0 everywhere is part of the claim: the harness refuses to emit a cell when the pipeline did not run, printing UNMEASURED rc=N with counters n/a rather than 0, so no zero above is a refusal wearing a zero.

The 19 refusals the deletion reveals are two compiler seams, not source debt

The witness floor refuses on its prepared subject — modules_resolved=3867 modules_excluded=4 — with 19 distinct located diagnostics across 9 modules. Not one is a call site that should be edited. The set is stable: re-measured after absorbing main (modules_resolved 3867 → 3874, subject hash changed), it is the same 19, with no new diagnostic and none dropped. Both reproduce minimally, each with a green control that fails to fire:

  • Seam A (8 sites, formatter modules): a transparent alias whose RHS is a generic instantiation is not peeled. 12 lines: type IntBox = Box<Int> at a Box<T> formal. expected 'Primitive(Box)', got 'Node(IntBox)' — the expected side has lost its type argument and the got side is the alias unresolved. A gap in the relation landed by Preserve transparent declaration identity through type resolution (the prerequisite for deleting the v2.* direct-call argument exemption) #8873, which merged, so a main-branch seam. Independently reproduced here from a deletion rather than a search; audit-queue row 163 already carries an executed fixture for the same mechanism, so this artifact is smaller, not newer — and the size of a reproduction is not the size of the fix, which is a resolve-layer change ("resolve carries applied forms at the formal position").
  • Seam B (11 sites, gha_fold_pilot_emit.dag): the T? cardinality is dropped across an import boundary. 3 modules, and the defect needs both variables at once — same-module+T? clean, same-module+Optional<T> clean, imported+Optional<T> clean, imported+T? red.

Reproductions as bytes: docs/probes/direct_call_arg_type_relation_gaps_2026-08-22.md. Residue row: audit-queue entry 29.

Coercing the 19 sites would be editing correct source to satisfy a compiler that cannot read it — worse than papering over a modelling error, because the source is right.

Denominators, stated separately

The 42-module basis was specified for the census question and answered it. The acceptance question has a different denominator — the floor's prepared subject, 3867 modules — and CI supplied it. A complete six-chunk run alone would have reported hard=0 and supported "zero residue over the basis": true of the basis, false of the corpus.

What this does not establish

The change edits both the .dag authority and the hand-written stage0 mirror, and only the mirror executes. The arms establish that the executing binary carries the deletion and that the arms differ in exactly two files.

They did not, on their own, establish that the .dag authority is at its regen fixed point — a hand-edited mirror is not a regen receipt. CI has now supplied that receipt separately: regen first_generation_equal=true. So the mirror edit is what the .dag authority emits, which rules out a hybrid tree. Note what that predicate does and does not say: it is a fixed point over the emitter ("emit again and the bytes do not move"), not a validity predicate over the emitted Rust. It rules out the hybrid class; it does not certify that the generated tree compiles.

Removes module_skips_direct_call_arg_check and unwraps its call-site
gate, in the .dag authority and the stage0 mirror. Cut A landed as
#8873, so transparent aliases are understood at the comparison seam
before the exemption is removed.

Acceptance is a paired nonzero, not a clean run over the basis: a
judgment that discriminates almost nothing produces the same clean run
as one that works. A planted argument-type mismatch in a v2.* module
must refuse exactly as the byte-identical mismatch in a non-v2 module
does, and must be silent before the deletion.

PARKED: both source files are inside the crisp-crab-430 file hold.
Not to be landed, merged, or rebased onto main while the hold runs.

…n reveals are not source debt

Deleting the v2.* argument-type exemption makes the witness floor refuse with
19 located diagnostics over its 3867-module subject. Both families reproduce
without production vocabulary, each with a green control:

Seam A a transparent alias whose RHS is a generic instantiation is not
          peeled (12 lines: type IntBox = Box<Int> at a Box<T> formal). A gap
in the relation landed by #8873, so a main-branch seam.
Seam B the T? cardinality is dropped when a variant's field type is read
through an import (3 modules). The defect needs BOTH the sugar and
the import boundary: three of the four factorial cells are clean.

Zero call sites should be edited. Coercing them would be editing correct
source to satisfy a compiler that cannot read it.

Three readings were refuted before seam B was located and are recorded so
they are not re-derived, including the T?-as-kernel-cardinality reading --
offered as evidence bearing on another lane's class, not as a verdict on it.

Reviewed. The hold is right, the correction in the artifact is right, and I am not asking for more evidence. Two notes, both about what this PR is at LAND time rather than now.

1. The reproductions are markdown, and markdown cannot go red. I checked whether docs/probes/direct_call_arg_type_relation_gaps_2026-08-22.md merely restates audit row 29 — it does not; it carries complete compilable module bytes for both families that the row only summarizes, so the file earns its existence against a pure-duplication objection. The objection that survives is different: a reproduction stored as prose is specification-without-execution. Family 2's twelve lines and family 1's three modules are already valid .dag — they were compiled to produce the cited diagnostics — so storing them as fenced blocks converts an executable artifact into one nothing can run. When these seams are eventually closed, nothing will notice that the repro now passes, and nothing would notice if a later change made them fail differently. That is the shape both of us have been flagging all day in other registers.

I am NOT asking you to enroll them now — the PR body's own reasoning against landing a declared residue applies with full force to landing a known-refusing fixture, and you were right to reject it. The ask is narrower: if cut B ever reopens, the bytes move to .dag files as part of that work, not the markdown. Worth one line in the hold block so the next person does not inherit prose as the medium by default.

2. The churn split is 218 markdown / 11 code, and that is worth saying out loud in a held PR. The actual change is a 4-line predicate deletion plus its call-site gate and mirror. Everything else is narrative. The audit-queue rows belong there — DESIGN names that file as the carrier for exactly these rows, so row 28 and row 29 are correctly homed. But the operator flagged this week that markdown files are often standing in for issues and implementations we are not sure of, and a 121-line standalone probe doc for two seams with no owner and no schedule is close to the center of that pattern, whatever its internal quality. Not a change request against this PR; a reason to prefer the typed carrier when the choice next comes up.

What I am explicitly not re-litigating: AFTER-1 incomplete is reported correctly — recording it as incomplete rather than omitting it is the right call and nothing hinges on it, since both fully-paired chunks agree exactly including chunk 2's hard=26. The red control is sound: the positive control nonzero on both arms is what makes the moved cell load-bearing, and unmeasured never sharing a spelling with 0 is what makes the zeros readable. The smaller-not-newer correction in the seam A paragraph settles my earlier re-raise.

One item that binds this PR's counts if it ever reopens, since your arms were taken through a built binary: a mirror byte-identical to origin/main on a branch whose .dag authority changed is not "unchanged", it is not yours. Your per-arm binary md5s (7e7da4bf vs fa070b6f) already discriminate the two arms from each other, so the arms are genuinely different binaries — but that establishes arm separation, not that either arm is your authority's own product. Diff v1_compiler_infer.rs against origin/main before believing a count taken through it. Full context sent separately.

…s may be a false accept

crisp-crab-430 ran a construction-position cell against the reproduction here:
a `T?` field admits the kernel's bare `Present` and REFUSES
`v2.std.optional.Present`, in one module, no import, on a stock binary against a
subject the exemption never covered. The cells in this document red only on a
tree carrying the cut B deletion. Different gate, different position, different
precondition — so the parameter-position cardinality drop and the
construction-position kernel-cardinality distinction are separate relations.

This narrows the third refuted reading recorded here, which was scoped to all
positions and is sound only at the parameter position.

It also inverts one of this document's own results: if `T?` is genuinely
distinct from Optional<T>, the same-module parameter cell passing is a candidate
FALSE ACCEPT rather than evidence of correctness. Named as a candidate — no cell
run so far distinguishes "same type at this position" from "the comparison at
this position does not distinguish them".

…t undistinguishing

crisp-crab-430 ran the control this document said nobody had run. Same module,
one file, three arms, spans checked against function byte offsets:

  T?          value -> Optional<T> formal    CLEAN    (this document's cell)
  Optional<T> value -> T?          formal    REFUSED
  Optional<T> value -> T?          field     REFUSED

A comparison that could not distinguish the two would have admitted BOTH
directions. This one refuses one, so the clean cell is the admitting direction
of a relation that demonstrably sees the difference -- not a leniency.

This also retires the position framing recorded here one commit ago:
"construction refuses, parameter admits" is wrong, since the parameter position
refuses in the same direction. The variable is which way the value flows.

Seam B is unaffected: it remains the ADMITTING direction failing across an
import. Left open, and nobody's finding yet: whether the asymmetry is intended.

Claude-Session: https://claude.ai/code/session_011BrauJ1o28AuMjRXc9LpD2
…nding

crisp-crab-430 settled the open question by searching the authority rather than
probing: src/v2/std/optional.dag declares nothing about the kernel cardinality,
and v1.compiler.infer_types -- which carries every other cardinality rule --
relates T? only to unit (the `none` case). Nothing anywhere relates T? to
Optional<T>.

So the one-directional admission is a byproduct of where the structural
product/coproduct comparison lands, not a stated relation, which is why it has a
direction nobody wrote.

One concept, an absent value, carried by two representations with no authority
relating them and their compatibility delegated to comparison code never asked
the question. The clean cell in this document's table is that delegation
happening to admit.

Recorded with its load-bearing premise stated: this is an absence measured where
the rule would have to live, not inferred from a topical search.

This check's red is the deliverable. Do not fix it, and do not merge this PR.

Automated nudges have twice asked for a fix here, so recording why in the PR rather than only in chat.

witnesses fails at the floor phase, with exactly this:

required-ci: parse OK 50 file(s) parse-clean
required-ci: regen first_generation_equal=true candidate=target/stage0-regen-candidate
required-ci: FAILED PHASE floor refused: subject=224767fa49c4a2c4 modules_resolved=3874 modules_excluded=4
required-ci: phases_run=3 failed=1

Parse and regen pass. The floor refuses with 19 located argument-type diagnostics, which is precisely what this PR set out to surface: the deletion makes the direct-call argument-type judgment run over v2.* for the first time, and those 19 are what the exemption was hiding.

The set is stable. Re-measured after absorbing main (modules_resolved 3867 → 3874, different subject hash): the same 19, none new, none dropped.

There are exactly three ways to green this check, and all three are wrong:

  1. Restore the exemption — that is reverting the PR.
  2. Coerce the 19 call sites — editing correct source to satisfy a compiler that cannot read it. Both families are compiler-side seams with minimal reproductions (see docs/probes/direct_call_arg_type_relation_gaps_2026-08-22.md); the sites are not defective.
  3. Close the seams — correct, and not this PR's work. Seam A's repair was declined at the owning layer with no owner and no schedule, which is why this PR is held.

So the check stays red for as long as this PR exists. That is why it is a draft, why the title is prefixed [HELD BY DECISION], and why the body opens by saying it is not in flight.

This is the scratch file I compose the PR description in, committed by an
over-broad `git add -A <path>` two commits ago. It is a measurement instrument,
not a deliverable, and it duplicates the PR body as a second representation that
nothing keeps in sync.

Caught by diffing the branch's full file list against main rather than by
reviewing my own commits, which is how it got in.

Closing. Held by decision, with no owner and no schedule — a closed PR with a pointer represents that honestly; an open draft with a permanent red check claims it is pending.

The measurement is not abandoned. It landed in #8939 (audit-queue rows 28–29), which is the half with consumers today. The branch session/proud-ant-819-cut-b is retained, carrying the deletion in both authorities.

EDITED after posting. The first version of this comment carried reopening conditions that have since been replaced by a re-ruling. They are corrected below rather than left standing: the old condition (2) cited a denominator that this PR's own measurement showed was never the population, and a closed PR's comment is the one artifact nobody re-audits — anyone trying to satisfy it would have been measuring against a known-wrong number.

Why closed rather than left open

The check here fails, permanently and correctly: the deletion makes the direct-call argument-type judgment run over v2.* for the first time, and the floor refuses with 19 located diagnostics. That red is the deliverable, not a defect.

I refused to land the deletion because it would put a known-refusing check on main that everyone is told to expect, which is how a real red gets ignored. An indefinitely-open PR with a permanent red is the weaker version of the same thing — and worse in one respect: the [HELD BY DECISION] block in the body is invisible to every nag, rollup and readiness query that will ever touch this PR. Those consumers see "pending, failing", which is false in both halves.

Reopening conditions (current)

  1. Someone costs the resolve change on its merits as a type-system change; or
  2. A deliberately dispatched non-v2 census returns a count.

Explicitly NOT a reopening condition: a third reproduction, or a further demonstration that the class is real. That is established twice over and further instances add nothing.

The census in (2) has deliberately not been run here. "Not bounded" is not a count, and an unbidden corpus census over a shape is the scope creep the decline exists to prevent.

The decline stands; its premise was withdrawn

The decline was upheld on the ground that the residue was surfaced by deleting the exemption, placing Seam A inside cut B's blast radius. That premise has been withdrawn by its author. The measurement in #8939 shows the exemption is masking Seam A rather than coexisting with it — Seam A falsely refuses ordinary non-v2 source on main today, with no deletion involved. Cut B removes the mask; it does not create the population.

The surviving ground is the only ground, and it never depended on who surfaced the population: the fix is a resolve-layer change carrying applied forms at the formal position, and the exhaustive case split at audit-queue row 163 shows no comparison-seam representative exists — either it retains arguments and admits nothing, or it is the bare constructor and erases the distinction. That is a real, uncosted type-system change.

What changed in substance: the affected population is no longer the 9 formatter declarations. It is every non-v2 author writing type Alias = Generic<Arg> passed at a Generic<T> formal, and nothing in the repository counts them. Strictly larger class, unchanged ceiling.

…drop is in force

The sub-section was written in "this deletion lands" tense, when cut B was
expected to land. #8924 is closed and held by decision, so no deletion lands, no
citation goes stale, and no rung drop is declared or pending -- nothing is
waiting on #8800 and no restoration trigger is outstanding.

Left as written a reader would take a live section 4b(3) drop from it. That is
inflation in the opposite direction from the usual one: advertising a safety
regression that does not exist, and a trigger nobody owes.

Same class as the stale reopening condition corrected on #8924's closing comment
an hour ago -- a conditional written for a future that did not happen, in a
record nobody re-audits.

…d minimally (audit-queue rows 29–30) (#8939)

* Two compiler seams behind the v2.* argument-type exemption, reproduced minimally (audit-queue rows 28-29)

Documentation only. Records what deleting module_skips_direct_call_arg_check
measures, without deleting it -- that change (PR #8924) is held by decision on a
declined precondition, and these findings should not be hostage to it.

Row 29: the exemption's residue is TWO COMPILER SEAMS and ZERO source-conformance
defects. 19 located diagnostics over the floor's 3874-module subject, none of
them a call site that should be edited.

Seam A a transparent alias whose RHS is a generic instantiation is not peeled
(12 lines, one red cell, one green control).
Seam B the T? cardinality is dropped when a variant's field type is read
through an import -- three of the four factorial cells are clean, so
neither the sugar nor the import boundary is sufficient alone.

Measured while writing the row, and it widens seam A beyond this PR's subject:
one shape under two module names on a MAIN binary with the exemption LIVE gives
rc=0 for the v2.* name and the seam A diagnostic for the non-v2 name. Seam A
therefore falsely refuses ordinary non-v2 source on main TODAY; the exemption is
masking it rather than coexisting with it, and nothing counts the population.

Also records, against the author's own earlier claims: the T?/Optional<T>
relation is DIRECTIONAL (so a clean cell is the admitting direction, not a
leniency), and the asymmetry is INCIDENTAL -- nothing in the authority relates
the two, which makes it a section 3 two-representation gap rather than a
compiler quirk.

Row 29 states plainly that prose reproductions cannot go red, names the
expected-red roster as their right home, and leaves enrolment as declared
residue.

Row 28 gains a status line: its deletion was executed as a MEASUREMENT and has
not landed, so the five sites still name a symbol that still exists.

Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
Claude-Session: https://claude.ai/code/session_011BrauJ1o28AuMjRXc9LpD2

* Fix a citation I inherited without resolving, and cite the roster rule that makes the residue real

Row 29 said direct_call_arg_type_v2_module_red_probe is rostered in
v2.workflow.floor_expected_red. It is not -- that file carries zero references
to it. The probe is declared in gunbc.guarantee_probe_corpus and consumed by
dag/test/claim/direct_call_argument_type_witness_test.dag.

I took the claim from a neighbouring row and repeated it without resolving the
symbol. That is the section 3 citation failure in its symbolic form: a relation
neither carrier asserts, and exactly the "borrowed mechanism" error this row
elsewhere warns about.

Found by resolving every symbol and path the rows cite, not by review -- the
approving review had no finding here.

The correction improves the row. floor_expected_red's own header states that
ENROLLING AN IDENTITY ASSERTS THAT IT REACHES ITS SUBJECT AND ANSWERS, records
101 rows shed for never reaching theirs, and names the hazard: a never-executed
row looks identical to progress. These reproductions are precisely that hazard
-- silent under a v2.* name because the exemption they demonstrate suppresses
them, refusing immediately under a non-v2 name. Neither is enrollable today, so
the residue is now grounded in the roster's own rule rather than in my caution.

Claude-Session: https://claude.ai/code/session_011BrauJ1o28AuMjRXc9LpD2

* Row 29: record the seam A decline as a corrected premise, not a reversal, with attribution

deep-ant-102 declined the seam A repair partly on the ground that the residue
was surfaced by deleting the exemption, placing it inside cut B's blast radius.
That reading was theirs and they have withdrawn it on this row's measurement.
The decline STANDS on its surviving ground -- a resolve-layer change carrying
applied forms at the formal position, with row 163's exhaustive case split
showing no comparison-seam representative exists -- which never depended on who
surfaced the population.

Attribution stated so the row does not read as refuting an anonymous claim.

Records what changed in substance: the affected population is no longer the 9
formatter declarations but every non-v2 author writing an alias of a generic
instantiation, uncounted. Strictly larger class, unchanged ceiling.

Carries the current reopening conditions, replacing ones that cited the 9 as a
denominator this row's own measurement refuted -- a condition nobody could
evaluate. Notes that a third reproduction is explicitly NOT one, and that the
census has deliberately not been run.

* Row 28: mark the conditional rung drop DORMANT — cut B closed, so no drop is in force

* Row 29: #8800 has merged and the cited-symbol gate is live, so the conditional resolves to its no-drop arm

The sub-section said "until that merges, the refusal exists as a mode nothing
invokes". gunbc#8800 merged as 4adfc5a, enrolling the cited-symbol census as
a separately named required check -- and that check ran and PASSED as a named
gate on this PR, which is how I noticed.

So the conditional resolves to its first arm: were the deletion to land now the
doc_graph_roots bind would refuse and no drop would be declared at all. A second
independent reason the sub-section is dormant, on top of cut B being closed.

Verified before claiming it rather than inferring from the check's name: the
merge commit subject names #8800 and the enrolment explicitly.

An unmerged-state claim about a merged PR is premise contamination, and this is
the carrier whose subject is rung honesty.

* Row 30: bind the 19 to its runs — a count over a moving corpus is not a standing fact

The row opened with "modules_resolved=3867 ... 19 diagnostics" in the present
tense, with no ref. Two problems: 3867 was already superseded by my own later run
at 3874, and the 19 is a count over a corpus that moves, stated as though it were
a property of the deletion.

Now given as a two-row table bound to its bases and floor subject hashes, with
what the pair actually establishes: seven modules entered the subject between the
runs and the set did not move, so the population is structural rather than
incidental to one tree. Explicitly NOT a claim the count is 19 today -- main has
advanced past both refs and nobody has re-measured.

Prompted by smart-ram-730 finding the same shape in their own board line, where a
DELTA 0 was republished across 47 commits and a landed wall. Their generalisation
is the load-bearing one and is recorded here: A STABLE VALUE IS THE ONE THAT STOPS
BEING RE-DERIVED, because carrying it forward costs nothing and looks like
continuity. A moving number gets re-measured because it has to.

* Row 30: retract "nothing in the repository counts them" — an absence claim the row never established

The sentence asserted that no artifact counts the non-v2 alias-of-generic
population. I inferred that from having deliberately not run the census, which is
a different fact: "I have not run one" is not "none exists", and I made no
exhaustive search for an existing counter.

Replaced with what is supported -- no count is known to this row -- plus the note
that an unmet burden of proof and an absence claim reach the same disposition by
different routes, and only one of them is measured.

Adds one crude datapoint with its limits inside the same sentence so it cannot be
extracted as a population: a declaration-shape grep returns 185, an upper bound on
candidate DECLARATIONS, not sites. It does not test the formal position, does not
exclude v2.*, and explicitly does NOT meet reopening condition (2).

Prompted by smart-ram-730 catching the identical overstatement in their own
provenance claim -- verifying "I cannot source it" and publishing "it is not a run
I executed".

* Row 30: price the reserved census by its two missing joins, not by the bounded grep

A bounded upper bound on the wrong quantity argues for doing the reserved work,
inside the row that declines to do it. The population guard stops '185' being
read as the count; it does not stop it being read as the cost. Name the two
joins (use-site resolution at a Generic<T> formal; v2.* exclusion) so a reader
prices the distance instead of filling it in.

…y by decision, and named a scope cut A already deleted (#8946)

doc_graph_roots.dag's compiler-guarantee-recovery-gap-analysis row gated
dissolution on deleting v1.compiler.infer module_skips_direct_call_arg_check.
That deletion is gunbc#8924, CLOSED and held indefinitely: its only missing
precondition is a resolve-layer seam whose repair was declined at the owning
layer with no owner and no schedule. A condition gated on an unowned event
cannot fire by any work this repository has an owner for -- an untracked stall
(DESIGN 4b(2)) wearing a trigger's costume.

Restated to the state that actually settles the carrier, both arms reachable:
either the exemption is deleted (#8924 stands ready; its two named reopening
conditions put it back in flight), or it is retained under a ruling recorded on
an in-tree carrier with previous/temporary rung, reason, bounded population and
restoration trigger per DESIGN 4b(3). The hold is recorded nowhere in-tree
today, which is why the row still read as live; a closed PR body is not a
carrier.

Second, independent correction swept across the class: the row said the
exemption covers v2.* and v1.compiler.*. Cut A (gunbc#8873) deleted the
v1.compiler.* arm as dead and the predicate now tests the "v2." prefix alone,
so the same stale scope is fixed in roadmap_authority's boundary and in the
three present-tense claims in the analysis document.

primary_work is unchanged -- the carrier still exists in tree, and
guarantee_recovery_bind_pins_both_anchors pins both anchors as before.
