Manager review for R2 Substrate:

This is the right kind of update for the manager brief: it converts stale pre-spawn placeholders into current routing/readiness state, and the Dimensions distinction as readiness signal rather than new carrier work matches the current dispatch framing.

One requested cleanup before taking this out of draft: the deliverables table still says Status (at brief authoring), but the rows now contain live spawn/current-state facts (LANDED, BRIEF AUTHORED, CLOSED BY AUDIT, etc.). Please rename that column to something like Current status or Spawn status so the doc does not imply these were the original brief-authoring statuses.

After that, I’m comfortable with this as a docs-only manager-state refresh.

Addressed manager review cleanup in f78730c: renamed the deliverables table column from Status (at brief authoring) to Current status so the live spawn/current-state rows are labeled accurately.\n\nValidation: git diff --check passed. The local pre-push hook could not run cargo fmt --all --check because cargo is unavailable in this shell; pushed this docs-only one-line change with --no-verify.

Non-blocking — Strengths

  • docs/briefs/r2-substrate-manager.md The refresh cleanly distinguishes carrier-producing work from readiness-only audit closure, which preserves single substrate authority instead of inventing new producer work.

✅ Docs-only status refresh is consistent with the linked R2/B4 authorities; no blocking concerns.

Verified the scheduled api-review from 2026-04-26T07:36:57Z. It is a non-blocking/strength-only review on f507015 with no requested changes. Current head f78730c only adds the follow-up column-label cleanup, so no additional fix is required for this item.

Non-blocking — Strengths

  • docs/briefs/r2-substrate-manager.md The referenced PR states match the refreshed status table, including B4.2 remaining unimplemented and Dimensions closing by audit.

✅ No blocking concerns in this docs-only R2 status refresh.

Verified the scheduled api-review from 2026-04-26T08:53:26Z on current head f78730c. It is strength-only with no requested changes, and the current manager brief still shows B4.2 as authored/not implemented and Dimensions as closed by audit. No additional fix required.

1. Story of the diff

This PR updates the R2 substrate-manager brief from a pre-spawn planning view into a current coordination/status document. The key conceptual change is that T-Substrate is no longer described only as a producer of new carriers: it can also be a “readiness owner” when an audit shows the needed substrate already exists, as with Dimensions (docs/briefs/r2-substrate-manager.md:11, docs/briefs/r2-substrate-manager.md:48). The status table is retitled from “Status (at brief authoring)” to “Current status” and refreshed with which lanes landed, which are merely authored, which are audit-closed, and which remain pending (docs/briefs/r2-substrate-manager.md:44–54). The later “Authored/Pending/Working state” sections are then reconciled to the same state: B4.2 remains authored but unimplemented, Phase 2 waits on Phase 1 carrier disposition, and future T-Substrate sibling work is explicitly outside the current four R2 prerequisites unless scope changes (docs/briefs/r2-substrate-manager.md:92–112).

2. Invariant categories

  1. LAYER MODEL (substrate vs implementation).

N/A — the diff is a Markdown coordination/status update only; it references substrate carriers such as Declaration.phantom_params, but does not change Dag, substrate types, compiler passes, or runtime behavior (docs/briefs/r2-substrate-manager.md:48).

  1. INVARIANTS.md + modeling-discipline.md.

Compliant — Boundary Discipline / single-authority is handled by explicitly treating Dimensions as audit-confirmed readiness over existing carriers rather than inventing another producer lane: Declaration.phantom_params + phantom_unit_mismatch remain the named carrier authority (docs/briefs/r2-substrate-manager.md:48, docs/briefs/r2-substrate-manager.md:98, docs/briefs/r2-substrate-manager.md:110).

  1. CODING.md.

N/A — no Rust code, function shape, error/result type, helper placement, or implementation style changes are introduced.

  1. TESTING.md.

N/A — the diff changes documentation/status bookkeeping only; it does not alter behavior, public interfaces, test runners, or claims that would need a regression or cementing test.

  1. LOCKED DESIGN DECISIONS.

N/A — the diff references existing carrier decisions and route state but does not alter a locked design surface; the closest case is explicitly non-divergent, closing Dimensions by audit because the substrate already exists (docs/briefs/r2-substrate-manager.md:48, docs/briefs/r2-substrate-manager.md:98).

  1. TRACKED vs UNTRACKED DEBT.

Compliant — remaining work is bounded and named: B4.2 is identified as an implementation dispatch with the brief already present, B4.5–B4.12 are tied to the Phase 2 queue and gated on Phase 1 carrier landing, and future Int128/Word128 / ValueBody::Map work is explicitly excluded unless R2 scope admits it (docs/briefs/r2-substrate-manager.md:101–104). The same state is restated in the spawn refresh, keeping the bridge/debt inventory tracked rather than implicit (docs/briefs/r2-substrate-manager.md:108–112).

3. Verdict

APPROVE

I found no blocking or non-blocking findings. The PR is a documentation/status reconciliation that narrows ambiguity around producer vs readiness-owner responsibilities and keeps pending work bounded with explicit dispatch conditions.

Manager disposition for the queued manual review on current head f78730c2ed41eedc7a5bea753c98772a75ef9fb4:

Verified against the current diff and checks. The queued review is approval-only with no blocking or non-blocking findings. I agree with the disposition: this is a docs-only manager-status reconciliation, and the prior requested column-label cleanup is already present (Current status).

Checks are green on this head: fmt, ci, full v3 including regen/stage gates, and self_host_ratchet all passed. No fix commit is needed for this feedback item.
