Summary

The mandatory-migration disclosure threshold (gunbc.witness_row_cost) is now an authored literal, 500ms on the WALL clock, rather than derived as gunbc_ci_fast_lane_eval_budget_ms() / 10. The prior derivation divided a THREAD-CPU-enforced 5000ms fail-stop cap to produce a threshold compared against WALL-clock witness observations — cross-basis arithmetic, not a §3 single-authority move (the two numbers live on different clocks, so dividing one to produce the other manufactures a false relationship between them).

Per operator ruling 2026-08-05 (closing the witness-grain denominator as WALL, with thread CPU retained only as a remedy discriminator — high wall + high CPU is algorithm/repeated-evaluation, high wall + low CPU is waiting/I-O/subprocess/scheduling — never a second threshold arm), and consuming the ClockBasis/TimedMeasurement authority landed by #7837:

  • witness_row_cost_migration_threshold_ms() authors 500 directly, once, as the sole authority for the threshold. The existing witness test already asserted == 500 literally, so this names the number the test had already fixed rather than adding a second hand-maintained figure.
  • witness_row_cost_receipt_row_migration_verdict now extracts the WALL reading from the row's List<TimedMeasurement> via observation_duration_of, fixing a type mismatch left over from WitnessCostReceiptRow.eval being widened to a tagged multi-clock list by Retire the wall nickname: durations carry their clock (7820B) #7837. A row with no wall measurement now answers a new MigrationMeasurementUnavailable arm on MigrationDisclosureVerdict instead of failing to typecheck.
  • The former "second, independent promotion condition" (a load-independent measurement axis, motivated by contention-driven wall-clock spread across sessions) is folded into the clock-basis authority rather than dropped: wall-clock contention noise is disclosed and located exactly like any other row, and a row's CPU reading — where available — is the remedy discriminator an author consults, never a second gate. Population-zero on the wall-clock count is the single promotion condition.
  • claim_executor.rs's doc comments corrected to describe the authored (not derived) threshold. No behavioral change was needed on the Rust seed side beyond that: the row-level WALL extraction already happens upstream in project_witness_cost_receipt (cli_run.rs), which was itself already updated ahead of this PR to read clock_basis_wall explicitly per the same ruling.
  • The [witness-row-cost-migration-disclosure] emit site is rostered on the bidirectional census (gunbc.observation_emit_census), resolving review 48603.

Test plan

  • cargo run --bin claim_batch -- --source-root dag --source-root src/v2 --entry dag/test/claim/witness_row_cost_migration_disclosure_witness_test.dag --function witness_row_cost_migration_disclosure_holds — PASS
  • cargo run --bin claim_batch -- --source-root dag --source-root src/v2 --entry dag/test/claim/witness_row_cost_drift_witness_test.dag --function witness_row_cost_drift_comparator_holds — PASS
  • cargo run --bin claim_batch -- --source-root dag --source-root src/v2 --entry dag/test/claim/witness_row_cost_projection_witness_test.dag --function witness_row_cost_projection_holds — PASS
  • cargo run --bin claim_batch -- --source-root dag --source-root src/v2 --entry dag/test/claim/observation_emit_census_witness_test.dag --function w_post_snapshot_live_tags_are_rostered_bidirectional — PASS
  • cargo build --bin claim_executor — clean
  • cargo fmt --all -- --check — clean

Closes the blocked/holding period documented earlier in this PR's history, which was waiting on #7837 (ClockBasis/TimedMeasurement) to land on main — it merged 2026-08-05T14:57:45Z and this PR now consumes it.

…equence

The .dag comparator (gunbc.witness_row_cost) and its witness test landed in
the prior autosave commit but had no consumer. This adds the Rust-side
receipt writer: fetches witness_row_cost_migration_threshold_ms() once via
the interpreter (never a hand-typed 500), compares each witness row's
measured eval_ms against it, and writes
target/floor-witness-row-cost-migration-disclosure-receipt.tsv with
counted+located rows. Wired as a new floor phase alongside the drift
receipt; disclosure-only (never fails the walk on a nonzero population),
runs every pass rather than gated to falsifier cadence, so an over-threshold
witness surfaces before it ever trips the 5s fail-stop.

Measured population confirms the named discriminating case:
dag/test/claim/roadmap_program_view_witness_test.dag's four
witness_live_* witnesses run 4.8-5.2s each, ~10x the derived 500ms
threshold.

…ned test symbols and Int/Nat mismatch

- claim_executor.rs no longer does the >= threshold comparison in Rust: it
calls witness_row_cost_migration_verdict once and reads back the returned
coproduct's tag (the same Value::Variant inspection already used elsewhere
in this file), never re-deciding the boundary (review 48438).
- Deleted witness_row_cost_migration_verdict_is_mandatory — a Bool predicate
dissolving the verdict coproduct was itself a second decision surface
(review 48453); witness_row_cost_mandatory_migration_rows now matches the
verdict directly, mirroring the drift comparator's no-dissolution style.
- witness_row_cost_mandatory_migration_count returns Int, matching length's
  actual return type (review 48453).
- Test file's count/fold were undefined symbols (never compiled); replaced
  with count_where/for_all from v2.std.algebra.

Addressing the two open challenges from keen-ibex-349 (parent session):

1. Timing reconciliation. The receipt's eval_ms field is row.2 / 1_000_000, drawn from gunbc.witness_row_cost's existing N+1 ObservationEvent join — the per-witness eval-phase nanosecond figure. Confirmed by direct comparison: rerunning witness_live_constraint_present_iff_line_unaccepted via claim_batch prints [witness] ...: 5291ms on the same line the receipt's accounting is built from — same axis, not resolve+eval combined (resolve is reported separately, ~37-57s, and is not part of eval_ms).

Tree state: PR #7822 (the fix) is not merged to origin/main, and this branch's merge-base predates it — so this is the same pre-fix tree clever-deer-217's own pre-fix figure (2533ms) was measured against. Not a tree-state difference.

Contention: reran the same single witness in full process isolation within this session (verified no other cargo/build process of mine was live) and reproduced ~5291ms again — ruling out self-contention within my session. However ctrl-build reports these builds run against a shared host jobserver pool (/var/lib/ctrl/jobserver/host.fifo), and /proc/loadavg on this box sits at 28-40 on 128 cores even when my own session is idle — i.e. sibling sessions across the fleet are concurrently contending for the same physical CPU pool this witness runs on. That's the most plausible remaining explanation for the ~2x gap, and it isn't something a single-session rerun can control for either direction.

Given the receipt's purpose — predicting whether a witness will trip the 5000ms fail-stop on a real CI floor pass, which itself runs on this same shared fleet rather than an idealized isolated bench — reporting raw observed wall-clock (whatever contention is live at measurement time) is the honest axis, not a normalized "isolated" number. I have not added an explicit measurement-axis field to the carrier for this; flagging it here rather than expanding scope unilaterally.

2. The Rust. Per review 48438 and review 48453, the verdict decision no longer lives in Rust: claim_executor.rs calls witness_row_cost_migration_verdict once per row and reads back only the returned coproduct's tag (Value::Variant { variant_name, .. }, the same inspection pattern already used elsewhere in this file) — no >= comparison, no second Bool-dissolution wrapper (that helper, witness_row_cost_migration_verdict_is_mandatory, is deleted; witness_row_cost_mandatory_migration_rows now matches the verdict directly, mirroring the drift comparator's existing no-dissolution style). The remaining Rust is strictly the receipt-writing seam shared with every sibling floor receipt in this file: resolving the entry graph, building the eval context, iterating already-computed batch_records, and serializing to TSV/log — the same shape write_witness_row_cost_drift_receipt_at already has. No bootstrap-window argument is needed because none of the decision logic is in Rust anymore.

Also fixed two review findings: the test file used undefined count/fold symbols (never compiled — replaced with count_where/for_all from v2.std.algebra), and witness_row_cost_mandatory_migration_count returned Nat while length returns Int (fixed to Int). Pushed as c8d3552; cargo fmt --all --check green locally.

…sent guard

Per keen-ibex-349: promoting the disclosure to a merge-refusing wall now
requires two conditions, not one — population zero AND a load-independent
measurement axis. A ~2x observed-wall-clock spread across sessions (shared
build-host jobserver contention) means today's observed_eval_ms is partly a
property of ambient fleet state, not the witness; that's fine while the gate
is disclosure-only, but would make the eventual wall nondeterministic if
promoted on population alone. Both conditions are now stated on the carrier.

Per merry-raven-690/still-bat-561: a selection-skipped row's eval is a
synthesized 0, not a fast witness. Without a guard it silently classifies as
BelowMigrationThreshold from a measurement that never happened — the same
fabricated-zero shape already root-caused for the drift comparator's
WithinBasis arm. Rows with outcome "selection-skipped" are now counted and
located separately as ObservationAbsent, never folded into the healthy count.

Pushed bf8b91e. Two follow-ups from the thread:

Promotion condition (keen-ibex-349). Added a second, independent condition to witness_row_cost_migration_threshold_note: promotion to a merge-refusing wall now requires population-zero AND a load-independent measurement axis (isolated execution, CPU-time rather than wall-clock, or equivalent). Rationale stated on the carrier: a ~2x observed-wall-clock spread across sessions (shared build-host jobserver contention) means today's observed_eval_ms is partly a property of ambient fleet state, not the witness — fine while disclosure-only, but would make the eventual wall nondeterministic-and-merge-blocking if promoted on population alone. Satisfying only one condition is explicitly stated as not evidence the trigger fired.

Provenance of the earlier 4776-5236ms figure. To answer plainly: that measurement came from the claim_batch roadmap witness run's own timing output (the [witness] log line / [cost-partition] JSON), which is independent of this PR's own test file. The migration-disclosure witness test's undefined-symbol defect (fixed in c8d3552) affected only whether this PR's comparator test compiled and ran — it never gated or fed the roadmap-witness timing measurement, which is a separate observation of a pre-existing witness (roadmap_program_view_witness_test.dag) via the standard executor timing path. So: two claims, only one ever depended on the broken test, and it wasn't the timing one.

Collision with #7820A (merry-raven-690 / still-bat-561). Confirmed independently: write_witness_row_cost_migration_disclosure_receipt_at had the same fabricated-zero exposure as the drift comparator's WithinBasis arm — a selection-skipped row's eval is a synthesized 0, and without a guard it classified as comfortably-under-threshold from a measurement that never happened. Fixed in this push with a minimal ObservationAbsent arm (rows with outcome "selection-skipped" are counted/located separately, never folded into BelowMigrationThreshold), independent of #7820A's own fix to the sibling drift function — so this PR is safe to land in either order relative to #7820A; if #7820A lands first and renames the shared eval_ms/eval_wall_ms column or the 0→unmeasured token, that's a small follow-up rebase here, not a silent-drop hazard, since the guard is keyed on the outcome label rather than the raw magnitude.

Threshold name vs. "probably should" (merry-raven-690 / still-bat-561). Noted. The variant is named MandatoryMigration while the operator's own framing was "probably should." Leaving the name as-is for now since the mechanism underneath is already the weaker disclosure-not-wall shape (the name describes the territory, not an enforced action) — happy to rename if the operator wants the hedge carried in the type once the policy is no longer in formation, but that's a naming call above this PR's scope.

Scope boundary, made explicit per keen-ibex-349's direction: this PR makes the 500ms threshold a counted disclosure (derived from gunbc_ci_fast_lane_eval_budget_ms()/10, never hand-typed) with a promotion-to-refusal trigger declared on the carrier. The trigger's two conditions — population zero, and the observed axis being load-independent (a property of the witness, not ambient fleet state) — are conjunctive preconditions of promotion, deliberately left undecided here: which clock(s), which denominator (eval-only vs. resolve-inclusive), and any entry-grain vs witness-grain split are NOT resolved by this PR. That policy question is open across several relayed threads with conflicting claims about what was actually ruled; keen-ibex-349 is the session that received the operator's ruling firsthand and is holding/escalating that conflict directly. This PR does not preempt that decision — it makes it a named precondition of promotion, so the disclosure count cannot silently become a refusal before someone answers it.

HOLDING at this commit. No further rearchitecture pending outcome of that separate discussion.

…erived from the CPU fail-stop budget

The 500ms disclosure threshold was previously computed as
gunbc_ci_fast_lane_eval_budget_ms() / 10 — dividing a THREAD-CPU-enforced
5000ms fail-stop cap to produce a threshold compared against WALL-clock
witness observations. That is cross-basis arithmetic, not a §3
single-authority derivation: the two numbers live on different clocks, so
dividing one to produce the other manufactures a false relationship.

Per operator ruling 2026-08-05 (closing the witness-grain denominator as
WALL, with thread CPU retained only as a remedy discriminator, never a
second threshold arm — consumed from #7837's landed ClockBasis authority):

- witness_row_cost_migration_threshold_ms() now authors 500 directly, once,
as the sole authority for the threshold (the existing witness test already
asserted `== 500` literally, so this names the number the test already
fixed rather than adding a second hand-maintained figure).
- witness_row_cost_receipt_row_migration_verdict extracts the WALL reading
  from the row's List<TimedMeasurement> via observation_duration_of, fixing
a type mismatch left over from the row's eval field being widened to a
tagged multi-clock list; a row with no wall measurement now answers the
new MigrationMeasurementUnavailable arm instead of refusing to typecheck.
- The former "second, independent promotion condition" (a load-independent
measurement axis) is folded into the clock-basis authority: wall-clock
contention noise is disclosed and located like any other row, and a row's
CPU reading is the remedy discriminator an author consults, never a
  second gate.
- claim_executor.rs's doc comments corrected to describe the authored (not
derived) threshold; no behavioral change on the Rust side was required
since the row-level wall extraction already happened in
  project_witness_cost_receipt (cli_run.rs).

Verified by execution: witness_row_cost_migration_disclosure_holds,
witness_row_cost_drift_comparator_holds, witness_row_cost_projection_holds,
and the census bidirectional-roster witness all PASS; cargo build and
cargo fmt --all -- --check both clean.

…conjoin with promotion trigger

The mandatory-migration promotion trigger fired on witness_row_cost_mandatory_migration_count() == 0
alone, which is also true when wall measurements are silently missing (a receipt-projection
regression, a new execution kind not yet emitting wall nanos, a route landing without the field) --
arming a merge-refusing gate on ignorance rather than genuine below-threshold evidence
(DESIGN.md's empty-observation-narrow class, in its gate-arming direction).

Adds witness_row_cost_measurement_unavailable_rows/_count as a sibling population, located the
same way as the mandatory rows, and conjoins the promotion trigger: promote only when both
mandatory_count == 0 AND unavailable_count == 0, mirroring std.selected_witness_bundle's own
unavailable_count == 0 precedent. Unavailable rows are never folded into MandatoryMigration
(that would fabricate a verdict from ignorance) nor silently dropped (that would narrow coverage).

Also corrects two note inaccuracies: leads the threshold justification with the explicit-policy-
budget grounding (DESIGN §5's sanctioned oracle basis) rather than the test-already-asserted-500
clause, and fixes a carrier misnaming (the migration-disclosure path answers
MigrationDisclosureVerdict's MigrationMeasurementUnavailable, not WitnessRowCostVerdict's
ObservationAbsent -- a different fold).

Adds a discriminating witness proving an unmeasured row counts as unavailable, never mandatory,
and that the two counts track independently.

Fixed the promotion-trigger counting defect (keen-ibex-349 review): witness_row_cost_measurement_unavailable_rows/_count now track rows with no wall measurement as a separate, counted, located population (never folded into MandatoryMigration, never silently dropped). The declared promotion trigger in witness_row_cost_migration_threshold_note is now conjoined: promote only when mandatory_count == 0 AND unavailable_count == 0, citing std.selected_witness_bundle's own unavailable_count == 0 precedent. Also fixed the two smaller note issues: led with the explicit-policy-budget grounding (not "the test already said 500") and corrected the carrier name from WitnessRowCostVerdict's ObservationAbsent to MigrationDisclosureVerdict's MigrationMeasurementUnavailable.

Added a discriminating witness (unavailable_rows_are_counted_separately_from_mandatory_holds) proving an unmeasured row lands in unavailable_count, not mandatory_count, and the two track independently.

All five witnesses in the migration-disclosure test PASS, plus the drift-comparator and census-roster regression witnesses. cargo build --bin claim_executor and cargo fmt --all -- --check clean. Pushed at bb7824b.

…onThreshold

- witness_row_cost.dag: escape literal braces in MandatoryMigrationCensored{...}
reference inside a string literal (the parser reads unescaped `{ident}` as
string interpolation) — this broke the repo_local_git_config converge heal
  step on every PR push.
- claim_executor.rs: the migration disclosure receipt was comparing the raw
eval_nanos of every non-selection-skipped row against the threshold,
silently classifying TimedOut/Refused/Failed rows as BelowMigrationThreshold.
Only Done rows are now compared; everything else is counted and disclosed
as MigrationMeasurementUnavailable (review 48906), distinct from the
selection-skipped ObservationAbsent population. Reconstructing the full
MandatoryMigrationCensored arm is left as a named dissolve-on gap: the
flattened Rust tuple this seed reads discards TimedOut's basis/elapsed
  fields at the project_witness_cost_receipt seam.

Closing in favor of #7862 (session/deep-bat-16-migration-disclosure), which is the correct recut for this work item: its title matches the assigned work item exactly, and it derives the 500ms threshold from gunbc_ci_fast_lane_eval_budget_ms() / 10 — one authored constant — rather than hand-authoring 500 as a second, independently-maintained number the way this PR did (a DESIGN.md §3 dual-representation risk: the two figures could silently drift apart). Confirmed via keen-ibex-349's duplicate-work flag.
