On the finding: it is correct. Updating five-minute-ci-gate-design.md to “P1 REJECT” while leaving gunbc.roadmap_authority five_minute_ci_gate_program_note at retention PARKED is a dual-authority fork (§3). That would need a single paired update of both surfaces — and only with executed receipts, not closeout prose.

Why close instead of fix: this PR is unauthorized. It was auto-opened by a closeout slot (clever-ibex-761) that was told not to open PRs. Operator freeze forbids plan-doc churn outside the authorized four-PR sequence; disposition banking for #7725/#7522/#7671/#7534 belongs in PR1 (e2e production receipt + terminal lane dispositions), which updates md and roadmap_authority together from current-main measurements. This branch also asserts “4-PR arc merged,” which is false — that arc has not started.

So: finding stands; PR does not. No further commits here.
