N2 slice 2 PR-B: resolve changeover scaffold (equivalence receipt)

Summary

PR-B scaffold stacked on #7706 (PR-A). Wires the resolve-path containment binding changeover — not yet landing production resolve_node_bounded threading (blocked on #7515 stage0 enrollment).

This commit lands:

• type_reference_binding_context_pr_b_hardening_note — quiet-hawk-219 three binding conditions (equivalence receipt, fail-closed, resolve-only rung wording)
• type_reference_resolve_changeover_equivalence_witness_test.dag — cross-module compile census scaffold for legacy-vs-switched path agreement

Path scope (unchanged from PR-A)

Binding is decided by containment only on the resolve path switched in PR-B. Emit (item_registry leaf-key) is a separate LIVE instance with RED detector on main (#7705, warm-wolf-814) — unscoped closure claims are rung inflation.

PR-B hardening conditions (bind)

1. Equivalence receipt — discriminating corpus where legacy and switched paths both run and agree; disagreement arms enumerated as old-path defects
2. Fail-closed — typed refusal, never silent lookup_type_for fallback
3. Rung wording — resolve-path-only claims; emit path explicitly out of scope

• Stacked CI after N2 slice 2 PR-A: TypeReferenceBindingContext + P2 input builder #7706 merges

Follow-up (PR-B body)

• Thread TypeReferenceBindingContext into resolve_node_bounded masked leaf (post-P2a slice B1: parser occurrence-binding walk + stage0 enrollment #7515)
• Restore src/v1 production adapter + stage0 regen when fn Clone emit (v1 emitter: extend Clone-bound WF propagation to FN/IMPL emission #7708) clears
• Promote equivalence scaffold to full both-path receipt
