N1a: type-ref hit≠bind measurement discriminator (non-gating)

• N1a executing discriminator for the type-ref fail-open class: under measurement mode only, a masked leaf pool-hit without type_ref_measure_binding_authority emits typed UnresolvedType (same construction as absent-from-pool) instead of fabricating Product(<anon>).
• Non-gating: default compile-clean / resolve / run / emit stay on main’s fail-open path. Measure is armed only by compile_dag_diagnostic_census (thread-local) for nested synthetic compiles.
• Five probes in dag/test/claim/type_ref_hit_ne_bind_measure_witness_test.dag (rows 1/3/4/5/7) — green by execution locally.
• Minimal measure predicate (two arms only): bare exact import/local key; qualified self/ancestor containment + symbol_index hit. Same-leaf×span OR-arm is dead. Dissolve-on N2 canonical fold.
• N2 doc corrections in the same PR: strip DRAFT/stale branch naming; prerequisite = executing discriminator (N1a symbols), not an admission wall.
• Not in this PR: corpus admission, TSV rosters, import explicitation, run/serve/emit soft exceptions, Class-B counters. Archive #7622 remains the measurement record (draft; do not merge).

Test plan

• claim_batch --entry dag/test/claim/type_ref_hit_ne_bind_measure_witness_test.dag — 8/8 PASS (5 probes + charter/predicate/dissolve notes)
• CI floor green (measure off on production path)
• Confirm no new UnresolvedType soft-exceptions in compile-clean / resolve / emit

Verified against tip: path-scope claim was false — census arms with_type_ref_hit_ne_bind_measure (cli_run.rs census host) while compile_dag_rust_emit_check does not.

Fixed in b3ee3f1: updated compile_diagnostic_census_path_scope_note and the adjacent compile_dag_diagnostic_census doc comment to state census runs the v1 Rust synthetic path with measure armed, and therefore diverges on masked pool-present non-authority type refs (blocking UnresolvedType vs production fail-open / UnlistedImportUse). Census receipts must not be read as production compile-clean for those positions.
