Closing as an accidental duplicate, not rebasing.

PR #7544 already merged the complete PR-B implementation at 45e7a8caa457, including the later integration-symbol and step-scoped token fixes. ctrl #1922 also merged the external consumer adoption.

This branch is the intentionally orphaned pre-final duplicate. Compared with current main, it would revert the final token-auth witness and thousands of lines of unrelated changes that landed after its old base; the merge conflict is therefore protective evidence, not a conflict to resolve. It contains no unique patch that should land.
