Review — closing this PR

Three issues, none fixable by iteration:

1. Unchecks a gate that is already merged and confirmed.
The diff flips testgen_manual_claim_is_first_class back to [ ]. That gate landed in PR #707 (merged 2026-04-24). My manager brief (PR #709, currently in review) already carries the correct [x] state with the PR reference. Unchecking it would introduce a documentation regression against live state — exactly the P1 violation the codex review on #709 flagged.

2. Relay queue documentation is out of scope for gate PRs.
docs/session-relay-queue.md additions are internal session bookkeeping. They were also present in PR #708, which I closed for the same reason. Gate PRs should contain only the deliverable named in the brief: code, tests, fixtures, and the specific documents they touch. Relay queue entries are not a lane deliverable.

3. Branch pr-707 is already used by a merged PR.
This PR is opened from the same branch as #707. Opening a new PR from a merged branch is undefined territory — the diff is relative to an already-integrated commit, and the net content is the two problematic items above plus a one-line doc-comment clarification in r1_manual_claim_gate_test.rs (changing tests/fixtures/ to src/v3/compiler/tests/fixtures/ in the crate header). That doc-comment fix is correct and worth landing — but as a T-Receipts bundle item, not a standalone PR.

What to do instead:

The r1_manual_claim_gate_test.rs doc-comment fix can be bundled with the next T-Receipts item from issue Brief: testgen_structural_coverage gate (T-TestGen, lively-crab-190) #710 or T-Receipts: delete stale ignored test test_runner_runs_user_authored_lens_compiles_gate (eager-wren-78) #711.
For new work: pick up issue Brief: testgen_structural_coverage gate (T-TestGen, lively-crab-190) #710 (testgen_structural_coverage gate brief for lively-crab-190 — actually that is lively-crab-190's brief, not yours).
