Closing: this was a 12-line doc-only wrapup that also closed the mechanism PR #7093 by mistake. #7093 is reopened (mechanism intact); the debt-classification fix is being applied on top of it directly. The §10 'landed #7101' note will ride with the design-doc edits already on #7093.
