My PR added ~12 witness test entries; main's witness_entry_eligibility_census (#7111) fail-closes the floor when a witness entry has no census TSV row (panic at cli_run.rs:8508). Bumped the declared count 864->876, regenerated the census TSV + histogram, updated the count assertion.
