Fix extdeps authority anchors for cited color palettes (#6991).
5f66cce 
okabe_ito and solarized used okabe_ito_authority/solarized_authority instead of
the required extdeps_external_authority_anchor row; catalog provenance updated
to module-qualified anchors. Unblocks extdeps_external_authority_gate on main.

No code changes required — the rename to extdeps_external_authority_anchor and qualified catalog.dag references match the repo-wide extdeps convention. build is green on run 29855535240; ci job queued on the same run (prior deploy_dashboard_srv1/ci fail badges are from cancelled run 29855475306 when the PR was marked ready).

Superseded by #7024 (royal-carp-451): same gate fix with reference-alias pattern preserving catalog imports. Closing to avoid dual hotfixes on main.
