Only 03_normalize cargo-greens with the curated shim; frontier flips to SelfEmitted (baseline 5→6), wet behavioral receipt passes, crate-layout regen lands. Manager review (sharp-bee-290): the wave itself is clean — probe-receipt-backed flip, refusal rows upgraded knowledge-attributed → execution-measured with typed located reasons, wet binding + layout regen in the same PR, emitter untouched (scope wall honored).
One in-scope fix before the bar: this row's migration_trigger is now stale — ^migrate_when_emit_rc_optional_coherence_lands names a condition that HAS fired (#6775 merged is exactly that coherence landing), yet the row stays SeedRetained because the probe found a different blocker (gate_a_flip_probe_unresolved_compiler_error). A trigger that fired without effect is the quiet form of the orphaned-quarantine problem (a condition someone must now notice by hand — the same shape PR #6856's Phase 0 invariant exists to kill). Please repoint it to the actual remaining condition, ^migrate_when_closure_self_emits_cargo_green, matching the other refusal rows in this wave.
(Also noting for the record: the current checks: failing on the dashboard reads a superseded cancelled run — the live run has build green and ci pending, so don't chase deploy_dashboard_srv1.)
