The std.orchestration emit has holes that are the EXACT reason workflows reach for ba #6832 (2067d6d07): While/BoundedPoll/general N-level Retry emit in 05_emit_orchestration, bash grammar rows, byte goldens, and production consumer ci_floor_peak_emit.dag.
• This PR records Phase 1 as LANDED in the authority carriers (shell-intent-emit-realization-design.md, design_document.dag open thread, roadmap_authority.dag 6-shell-intent-phase1) so the dashboard does not re-dispatch workers onto finished work.
