Per dispatch split with snappy-ferret-198 (#6782):

• This PR: 03_resolve curated seed-link behavioral scaffold + CI hygiene only
• Ferret Self-emit flip: 03_body_producer (curated seed-link) + reusable harness #6782: 03_body_producer flip (dropped from here to avoid collision)

Harness (single authority)

• Consolidated on dag/tools/self_host_curated_seed_linked_harness.dag (ferret base)
• Deleted swift-803 self_host_curated_harness.dag fork
• Added emit-only extensions: empty shim_lib_rel keeps gunbc-emitted lib.rs; empty claim_entry_rel skips supplemental claim-run

03_resolve lane

• tools.self_host_03_resolve_behavioral_transport → runtime gunbc emit closure (no committed frozen deps)
• Seed oracle: v2_compiler_resolve in stage0
• Wet witness excluded from per-PR discovery until frontier flip

CI hygiene (kept)

• cargo fmt on resolve seed oracle
• dropped committed resolve dep snapshots (modeling-coherence / gh pr diff cap)
• wet-witness exclusion in ci_layer_roots.dag

Frontier stays SeedRetained until rustc-green wet receipt.

Test plan

• CI build green on split commit
• Wet receipt: pass + --inject-fault RED (dual-state)
• Coordinate merge order with ferret (Self-emit flip: 03_body_producer (curated seed-link) + reusable harness #6782 first → rebase + main_wet regen)

A wrong emit or truncated constant goes RED; build gate still fail-closed when rustc refuses (#6775 Rc/Optional class). Full resolve-tree behavioral walk intentionally deferred until emit surface greens — frontier stays SeedRetained until rustc-green receipt (not force-green).

Finding 2 (hand-Rust gate v2_compiler_resolve.rs): Seed oracle narrowed to the substantive module-authority constant mirror (same class as v2_compiler_parse_engine_hooks production strings / discovery_enumeration shapes). sr_scaffold_dissolution_trigger + wet-witness exclusion unchanged; dissolve-on when modeled harness emits driver.
