- Un-enroll the srv1 auto-deploy stage (gunbc_ci_deploy_stages = []): the deploy_dashboard_srv1 job queued ~18m waiting for the [self-hosted, srv1] runner then got cancel-in-progress'd every push (runs 28909628928/28908499073). Single enrollment authority (CiSpec.deploy_stages) emptied -> no deploy job emitted; stage record + access model kept so re-enable is one edit. - Raise gunbc_ci_rust_gate_step_timeout_minutes 45 -> 90: clippy --all-targets alone ran 2656s (~44m) and killed nextest at the 45m step cap. Root cause (noted, not fixed here): clippy --all-targets is a cold dev-profile whole- workspace compile that gets ~zero sccache benefit. - Deploy witnesses reworked to derive from enrollment (job present iff enrolled), green in both states; ci.yml regenerated via main_wet. The v1-compiler crate carries a crate-wide #![allow(clippy::all, ...)], so 'cargo clippy --all-targets -- -D warnings' found nothing there while paying a ~44m cold dev-profile compile of 120k LOC of generated code every .rs-touching run -- an expensive 'cargo check --all-targets' wearing clippy's clothes. Operator ruling 2026-07-08: no value, Rust is a shrinking seed. - rust_gates_ci.dag: gate now runs fmt + nextest only (clippy leg dropped). - rust gate step renamed 'v1 rust gate (fmt + nextest)'; timeout reverted 90 -> 45m (clippy was the only reason for the bump); job backstop 151 -> 106m. - Clippy stays a LOCAL dev check (extdeps.rust.cargo_build op + dag/tools/build.dag). - Updated the gate fixture, serializer step-name witness, DESIGN.md CI description, and the self_gen8 retirement coverage note. ci.yml regenerated. …6369/#6370) Resolution choices: - 02_parse diag accumulation: main's O(1) batch-cons + single flatten wins over per-step list_append (kills the 252k-appends cost the self-time profile measured); my O(1) memo position key preserved - 01_tokenize: my superset kept (repeat short-circuit == main's #6368 semantics, plus delimited short-circuit + CompiledLexRule precompile) - v1 interpreter: both instrument sets kept (main's fold-caller/memo discriminator + my big-fold site/builtin-time/self-time profiler); main's Map-grounding fast path moved into call_function_inner so both profiled and unprofiled paths hit it; env gate consolidated on main's residual_hunt_forensics_enabled (same var, one authority) - grammar_coverage ledger: main's fixes (1)-(4) text + my RESIDUAL CLOSED continuation renumbered (5)-(9) Gates: build green, fmt/clippy green, regen divergence 0, tiny/small packrat stats byte-identical (0/43/43, 0/200/200).
