docs: correct namespace-resolution census fork-worklist (0 consolidate-now forks) - #6334

Verified by reading the decls (2026-07-06): the 2 same-name pairs the census flagged are NOT genuine cross-tree §3 forks, so the doc + DESIGN.md should not send an implementer to merge them: - Reconciliation is a HOMONYM — std.realization_reconcile.Reconciliation<A,E> (Converged|NotConverged, effect-grounding) vs product.budget_tree.Reconciliation (AllSatisfied|Evicted|GuaranteedShortfall, budget-admission). Different concepts; the 'identical variant-set' was a census extraction artifact. Consolidating = wrong. - ImportTrigger is one of 8 types in a whole-file v1-seed mirror (src/v1/languages.dag vs dag/std/languages.dag) — DESIGN §7 seed-shrink, not standalone. Small follow-up to the merged #6329. Docs-only (DESIGN.md + the design doc), no code.
On investigating the census's "2 real §3 forks" worklist, both proved to be false positives — the doc + DESIGN.md were sending an implementer to a wrong consolidation, so this corrects them:
Reconciliationis a homonym, not a fork.std.realization_reconcile.Reconciliation<A,E>=Converged|NotConverged(a generic effect-grounding outcome) vsproduct.budget_tree.Reconciliation=AllSatisfied|Evicted|GuaranteedShortfall(a budget-admission outcome). Different concepts and variant sets — the "identical variant-set" was a census variant-extraction artifact.
