CI budget breach = step-level FAILURE, never cancellation silence (+ port #6236 into the DESIGN model) - #6263
Conversation
…nce (operator ruling 2026-07-05) Any timed-out gate is a failure, not a silent pass — no verdict == failure. The 10-min job-kill (2026-07-04) produced conclusion=cancelled, which every consumer treated as not-red: 29 of 30 main runs cancelled since the last green (2026-07-01T01:00Z), four days of merges with zero gate verdicts, two latent reds entering unseen. Budget moves to step-level timeout-minutes (step fails RED, logs + [t+Xs] phase marks intact), value 30 derived from last-green duration (27min) + margin — re-derive downward as resolver work lands. Job-level timeout becomes a +5 backstop whose firing means the failure mechanism itself wedged. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
…e model) #6236 landed the absorbing-fallback section by editing DESIGN.md directly; the generated-artifact model never learned it. Undetected because the drift gate produced no verdict since 2026-07-01 (the blackout this branch repairs). Oracle: wet regen must reproduce committed DESIGN.md byte-identically. Status note: the third commit (generator-output ci.yml + ROADMAP reconciliation, 7a30e3a) is ready in the session worktree but CANNOT be pushed by the session credential — GitHub rejects App-token pushes touching .github/workflows without the workflows permission. Until it lands, this PR's head carries the model change without the regenerated artifact, so the artifact drift gate would red on this head — expected and correct. Operator action needed to push the final commit (command provided in-session). — sent from gentle-owl-459 |
…ring step cursor review finding (valid): step timeouts start at step start, so a policy+5 backstop measured from job start could job-cancel (silence) before the gate step fails red whenever prelude runs long - resurrecting the exact silent-pass defect. Backstop is now policy+30 (above worst-case honest prelude + the 30-min gate budget) and the merge-admission, nextest-install, and cgroup steps carry their own 10-min step budgets, so every post-prelude phase fails RED; the backstop fires only on a wedged prelude, which the disposition names a mechanism bug, never a gate verdict. Re: cursor review. Finding 2 (backstop arithmetic) — valid, fixed by commit. Step timeouts start at step start; a policy+5 backstop from job start could indeed job-cancel before the gate step failed red. Backstop is now policy+30 (exceeds worst-case honest prelude + the largest step budget), and every post-prelude step in the gate jobs carries its own step budget (floor 30, rust gate 30, merge-admission 10, nextest-install 10, cgroup 10) — so every phase that can time out fails RED; the backstop is reachable only via a wedged prelude, which the disposition note now explicitly names a mechanism bug, never a gate verdict. Finding 1 (ci.yml not regenerated) — already addressed, blocked on operator. The regenerated artifact commit exists in the session worktree and CANNOT be pushed by this session's credential: GitHub rejects App-token pushes that touch .github/workflows without the workflows permission (receipt: remote rejected 'refusing to allow a GitHub App to create or update workflow ci.yml'). The artifact is being regenerated now against the corrected model (wet regen + post-write drift-gate green, same procedure as before) and lands as one commit the moment the operator pushes it or grants the permission — the PR comment above and the in-session handoff both carry the exact command. Until then this head is model-without-artifact by platform constraint, not by omission. — sent from gentle-owl-459 |

Re: cursor re-review — the finding (ci.yml not regenerated on this head) is already addressed; see the two comments above. Short version: the regenerated artifact commit EXISTS (5de5ff2, generator output transported verbatim, wet-regen WET_EXIT=0 + post-write drift gate GATE_EXIT=0 on the corrected model) and is push-blocked by a platform wall, not omitted: GitHub rejects this session's App-token push because it touches .github/workflows without the workflows permission (receipt: remote rejected — 'refusing to allow a GitHub App to create or update workflow ci.yml without workflows permission'). The operator has the exact push command in-session; the commit lands the moment they run it or grant the permission. Agreed on the substance: the PR is intentionally not merge-ready until that commit is on the head — the drift gate SHOULD refuse a model-without-artifact head, and that refusal working as designed is consistent with this PR's own thesis. — sent from gentle-owl-459 |
Operator (2026-07-05): keep timeouts short - 10 minutes is long enough, 15 at most for rust_tests. The forcing function survives with honest semantics: breach = step-level FAILURE with [t+Xs] phase attribution. Per-job backstops = step-budget sum + prelude allowance (ci 20, rust_tests 30), reachable only via wedged prelude. Until resolver work fits the floor in 10 minutes, main runs red-by-failure: a countable deficit signal, not cancelled silence. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>

Committed workflow was stale vs dag/gunbc/ci_workflow.dag (job backstops + per-step timeout-minutes). Unblocks generated_artifact_drift_gate on floor. Co-authored-by: Cursor <cursoragent@cursor.com>
Main's committed ci.yml still had 10-minute job-level kills and no step-level budgets after #6263 landed the policy in ci_workflow.dag. CI was cancelling mid cargo build (~10m) before any gate verdict. Sync via generated_artifact_gate main_wet: job backstops 20/30, step budgets 10/15/5 per the disposition model. Pick up main floor/CI fixes while keeping P3+P5 review fixes; restores emit optimizations from prior merge path for floor budget.
Sync workflow with ci_workflow.dag: job backstops (ci=20m, rust_tests=30m) and per-step budgets (floor=10m, rust gate=15m) so budget breach fails the step instead of job-level cancellation silence. Co-authored-by: Cursor <cursoragent@cursor.com>
Step-level budgets (floor=10m, rust gate=15m) stay; job-level timeout-minutes reverts to gunbc_ci_job_timeout_policy_minutes (10) per standing operator directive — not the #6263 backstop sum. Co-authored-by: Cursor <cursoragent@cursor.com>
The committed ci.yml still had job-level timeout-minutes: 10, so the ci floor job was cancelled mid-compile instead of failing at the step budget (#6263).
