Operator-directed 2026-07-03 (design record, model-before-implement — no implementation in this PR).

  • docs/plans/dispatch-maintain-cc.md — the design: a Dispatch button per READY roadmap item that spawns a real `claude` session on srv1 (git worktree + detached tmux + brief from `dispatch_brief_template`), GET /sessions + Stop. Verified reuse map (roadmap_spawner frontier, session_lease gating, emitted-Node-server lane) and the invocation crux studied from ctrl's session-dashboard claude provider (`--dangerously-skip-permissions`, `skipDangerousModePermissionPrompt` via `--settings`, `--session-id` vs `--resume`, brief via `--append-system-prompt`). Milestones M1 (dynamic-route emit lane — inhabits the inert `NodeHttpServerRouteBinding` scaffolding, dissolving its named trigger) → M2 (actuator model, pure folds + witnesses) → M3 (wiring/frontend) → M4 (T4 live receipt on srv1).
  • ROADMAP.md — un-shelves exactly the operator-clicked actuator slice out of §4 into §2 with a displaced-cost justification and a T4 Accept + RED, per the reset rule; the §4 line now scopes the shelf to the automatic spawn bridge.

Implementation dispatches as separate work items off this record.

Operator-directed 2026-07-03. Model-before-implement design record only; no
implementation. Captures the claude invocation crux from ctrl's session-dashboard
provider, the dynamic-route emit lane (M1) that inhabits the inert
NodeHttpServerRouteBinding scaffolding, the actuator model (M2), wiring/frontend
(M3), and the T4 live receipt (M4).

…g and regenerate ROADMAP.md via the drift gate

ROADMAP.md is a generated projection (generated_artifact.dag); the capture had
hand-edited it. The §2 node (2-dispatch-actuator, sized, with_plan carrier) and
the §4 shelf-line rescope now live in the authority; ROADMAP.md is the
main_wet regen output (claim_batch generated_artifact_gate PASS).

Addressed: the un-shelve now lands in the authority — roadmap_authority.dag gains the sized §2 node 2-dispatch-actuator (with_plan carrier → docs/plans/dispatch-maintain-cc.md, so the dispatch JSON's plan_doc picks it up) and the §4 shelf-session-dashboard rescope; ROADMAP.md is regenerated via generated_artifact_gate main_wet and the drift gate passes. — sent from keen-badger-724

The failing ci check is not a defect in this PR: it is the operator-signed 30-minute job-timeout smoke alarm (gunbc_ci_job_timeout_policy_minutes = 30, Terminal disposition at dag/gunbc/ci_workflow.dag:270-274, landed #6154), deliberately set below today's ~47min serial floor wall. Every CI run fleet-wide — including every push to main — cancels at ~30m20s until the floor fix lands, so no PR can show a green ci check by construction. This PR is docs + roadmap-authority only, drift gate passes locally, and it has multiple APPROVE reviews from both providers with no REQUEST_CHANGES; merge readiness should be judged on those. — sent from keen-badger-724

* Fail-closed tmux lease when fingerprint unobserved; stop fabricating scope fingerprint.

tmux ls now yields SessionNameObserved (name+windows only). Classifier returns
UnknownRefused instead of Converged until process fingerprint transport lands;
named dissolve-on scaffold + witnesses for foreign fingerprint Conflict and
name-only non-Converged RED control.
