Unifies InputEnvelope → CostEnvelope → scheduling into one plan authority, enrolls it in the plan registry, and updates the roadmap with operator sign-off — design record only, no scheduler implementation. Co-authored-by: Cursor <cursoragent@cursor.com>
Qualify P0–P5 as this design's namespace (input-envelope-roadmap P2 = P5); repoint ResourceEnvelope and PerformanceReceipt to gunbc.fleet_container / gunbc.fleet_intent (#5904); replace dissolved WorkDemand with live floor admission carriers. Co-authored-by: Cursor <cursoragent@cursor.com>
