2-emit-partition (a): dissolve orch_run env weld into structured EnvPrefixed/EnvUnset AST - #6137

…refixed/EnvUnset AST Route env-bearing orchestration Run emission through the #5868 structured bash_stmt_env_prefixed / bash_stmt_env_unset grammar builders instead of the opaque single-orch_raw welded render. The medium now returns an OrchRunEmitPlan (construct_tag + target) so env-shape dispatch lives entirely in extdeps; the compiler stage stays a fully agnostic registry-dispatch fold. Drops the met-condition orch_run_env_reduction_dissolution_trigger scaffold + its recording witness. Byte-identical output preserved (single EnvSet and multi-binding+EnvUnset retry paths).
