DESIGN §3 compliance: WorkflowRunConclusion is genuinely distinct from actions.dag's CheckConclusion — workflow runs API has startup_failure (not in Checks), Checks API has stale (not in runs). A dissolve_on marker tracks consolidation when a unified authority becomes available.

Selection rule: GitHub workflow runs REST API is a real external upstream (api.github.com) with no self-API read of the dashboard's own store.
