What

Adds a new project to ROADMAP §6 + its plan doc: invert everything hand-maintained — generate each artifact (ROADMAP flagship, doc indexes) from its .dag authority and drift-gate the projection, exactly as ci.yml already is (expected_ci_yml() + ci_yaml_gate).

Why

A hand-maintained artifact is a §2/§3 dual representation of an authority that already lives in the substrate (the work DAG + the doc graph), so it drifts. This week alone the repo hit a stale checkbox, a dangling link, and orphan docs — every one a hand-maintenance defect that cannot exist in a projection.

The ROADMAP is the flagship: each line = emit(work_node), checkbox status derived from PR/branch state (not hand-toggled), pointers emitted only if the doc exists, the index emitted per reachable doc. That makes stale-checkbox / dangling-link / orphan unwritable — the §5 construction upgrade of the reachability lens (inert-layer-lens, #5479).

How

The same three pieces as ci.yml over the markdown medium: (1) the work-DAG authority model in .dag, (2) emit(model, Markdown) — the same 06_translate row-driven inverse that emits Rust/TS/ci.yml, a new target medium not a bespoke printer, (3) a roadmap_gate drift gate. The DecodeFidelity seam (§4/§7) marks generated-frame vs authored-body — ROADMAP ≈ all frame, DESIGN ≈ all body.

Self-wired

This PR adds the plan doc and its ROADMAP line in §6 — demonstrating the reachability rule it describes.

The ci.yml pattern (expected_ci_yml + ci_yaml_gate) generalized to the markdown
medium: each hand-maintained artifact is a dual representation of an authority
already in the substrate, so it drifts (stale checkbox / dangling link / orphan,
all hit this week). Invert it — .dag authority, emit(model, Markdown) projection,
drift gate. The ROADMAP is the flagship (nearly pure structure + status + pointers);
the construction upgrade of the reachability lens (inert-layer-lens.md). Self-wired:
this PR adds the doc AND its ROADMAP line.
