Summary

Add dsl/extdeps/boot/ substrate lifted from the manager boot-sketches branch: freestanding_payload, linux_x86_boot, boot_stage, and framebuffer carriers.
Add emit.dag composing landed encode_elf64_ehdr / encode_elf64_phdr into a single PT_LOAD R+X ET_EXEC freestanding image with a minimal VGA text-mode pixel-writer code payload.
Add freestanding_witness.dag with green-by-execution claim-run witnesses (decode/encode round-trip on Ehdr, PT_LOAD permissions, boot-image acceptance).

Builds on merged #4924 (ELF encode inverse). Unblocks freestanding EmittedPayload on the §10 exec-contract boot path.

byte_at_in_bounds dedup — emit.dag and freestanding_witness.dag import the canonical helper from extdeps.formats.elf.types (same authority as encode.dag).
