Summary

Add L-10 diagnostic protocol extdeps (dsl/extdeps/diagnostic/{ssh,ipmi,redfish,edac}.dag) with cited real argv transports.
Implement src/v4/std/probe_selector.dag — ONE probe_select() kernel (PS-1..7): prior, catalog, budget, per-host availability, temporal aggregator.
Project DiagnosticCapabilityFacts from compute_fabric-grounded host rows (srv1/srv2 SharedHostHome+BMC, hetzner:cax41 Vm) without forking a parallel host model.
Add WF-HOST-HEALTH and WF-AFFECTED-TESTS workflow call sites plus 3 claim-run keystones proving availability conditioning (IPMI probe unselectable on cloud VM, selectable on srv1).

Root causes (3 failing jobs):

ci_floor_emit — probe_selector_compute_fabric_import_repro.dag lived under src/v4/ and broke M1 full-tree compile (std.compute_fabric unresolved + circular dep). Fix: moved repro to scripts/v4-probe-selector-compute-fabric-import-repro.sh (temp .dag outside compile closure); 🟡 P-PROBE-CF-IMPORT comment updated.
v4_claim_witness_corpus_b — shard_b modeled count 16 vs 17 rows. Fix: merged main (fix(ci): restore claim-witness corpus row counts (main is RED) #4884 corpus count bump 31→32, shard_b 16→17).
ci_floor_parity — runner infra glitch (Missing file ... save_state); expect clean on re-run.

Local verify: M1 emit probe green (507 modules, 0 diagnostics).
