Finding 1 (valid): Wave A witnesses were not enrolled in claim_witness_corpus_ci_runner.dag (E-10 consumer gap).

Fix: Enrolled all five program_partition_comprep_body_emit witnesses as ClaimWitnessCorpusClaimRunRow entries (25 total rows; shard a +3 emit witnesses, shard b +2 closure witnesses). Local gate: scripts/v4-claim-witness-corpus-gate.sh --shard a and --shard b both green.

Finding 2 (valid): program_partition_body_fail_closed_facts_closure_fold_accepts lacked UnifiedTestClaim registration (and duplicate-free enumeration witness same gap).

Fix: Added unified_claim_program_partition_closure_enumeration_duplicate_free and unified_claim_program_partition_fail_closed_facts_closure_fold in the claim module.
