English emit target: add slice renders as controlled-English prose through the dissolved fold (data rows only)

Summary

English is now an emit target: the add slice renders as rigid controlled-English prose through the same dissolved 06_translate fold every code target uses, as data rows only — zero compiler-stage edits, zero target_model.dag edits (the §3 MoA CoC=1 claim, tested with a target maximally unlike code).

Emitted output (executed witness):

the add is a function. the add takes the x. the add takes the y. the add returns the sum. the sum adds the x. the sum adds the y.

Realization scheme — rigid legalese per operator design steer (deterministic word choice, one licensed sentence form per connective; parseability over fluency everywhere):

Every sentence is licensed by the unchanged wave-2a sentence grammar (article-led SVO/copula only — bare add is not licensed, hence the add). All layout/spacing rides BoundToken binding spellings (T-6 interim trivia policy, homomorphic with go/rust/python literal-text layout); the existing english.dag lex and grammar are untouched, so the wave-2a ingest probe and fail-closed boundary behavior are unchanged.

Round trip is the primary acceptance (a rigid grammar that can't round-trip its own output has failed its purpose): emit → tokenize with the unchanged wave-2a lex → parse as a six-sentence paragraph whose sentence productions ARE the unchanged wave-2a productions → recover the emitted node (structural identity via the parser's production-identity projection).

Changes:

• src/v4/extdeps/languages/english.dag — wave-3 emit-target rows: concrete-token relation row, serialize source, binding spellings, declared inhabitants (noun category), TargetModel bundle, six-sentence paragraph round-trip grammar. english_wave1_grammar refactored to expose english_wave1_productions() (same behavior).
• src/v4/test/claim/manual/english_emit_add.dag — executed Bool witnesses: english_emit_add_prose_holds (exact licensed prose), english_emit_add_matches_serialize_holds, english_emit_add_grammar_inverse_holds, english_emit_add_ingest_round_trip_holds, combined english_emit_add_emit_ingest_round_trip_holds; UnifiedTestClaim glob-discovery markers.
• src/v4/test/claim/boundary/english_ingest_fail_closed.dag — header updated to the live two-regime position (arbitrary natural English = fail-closed boundary, unchanged claims; rigid controlled subset = modeled language and emit target) per operator steer.

Smoke-roster regression run in flight; will append. Zero target_model.dag rows needed — nothing in this PR touches #4741's surface. Per-connective compositional realization is parked behind 🟡 feature:english-per-connective-realization.

Regression receipt (targeted emit set, local --claim-run)

The full smoke roster aborts (set -e) at comprep_eval_by_execution_keystone_holds = false, which is the documented pre-existing red-baseline (§3 census in docs/planning/v4-emit-breadth-deep-lane-design-2026-06-12.md, culprit #4737, no english references) — so the emit-relevant rows were run directly:

• CoC=1 / data-rows-only: diff is exactly english.dag + test claims; zero compiler-stage or target_model.dag edits.
• §3 MoA: English prose emit through dissolved 06_translate fold via standard GrammarRelationRow + TargetModel bundle — same shape as python/go MVP, appropriate whole-form row for a non-code target.
• Boundary discipline: two-regime header update preserves fail-closed on arbitrary prose; controlled subset receipt is execution-backed.
• Wave-2a authority preserved: lex/grammar productions unchanged; english_wave1_productions() refactor is behavior-neutral.
• Execution: all english_emit_add_* witnesses green locally (--claim-run).

Dissolution marks (english-per-connective-realization, T-6 trivia, W-T-10 fixtures) are correctly gated. No design blockers.

Re the two non-blocking notes from the claude/claude-opus-4-7 review (no commit — the head is design-signed at 6a145fd222 and a cosmetic head-move would void the sign for no behavioral value):

1. Per-target EnglishGrammarRelationRow — deliberate mirror of the established precedent: python.dag declares PythonGrammarRelationRow and go.dag declares GoGrammarRelationRow with the same shape, while the shared authority lives in the grammar_relation_field_* symbols and grammar_relation_tokens_node morphism (both consumed here). Hoisting one shared row type into v4.std.compilers.target_model is a cross-target cleanup that should move all three targets at once — out of scope for this PR and §2 control-flow bodies: Branch EMIT row (ii) + round-trip (iii) + Bind/Loop eval witness coverage #4741-adjacent (target_model.dag is frozen for this lane).

2. 13-level map_insert pyramid — same construction as python_mvp1_binding_spellings / go_mvp1_binding_spellings (nested map_insert pyramids); kept homomorphic so the eventual T-6/list-of-pairs cleanup can sweep all targets uniformly rather than this file diverging stylistically from its siblings.
