Honest git-diff proxy reason symbols, Practice 10 gated tag on ci_affected_set_is_fail_closed, registry-gated Skip vs fail-closed Run for out-of-registry steps, and inlined fixture decision matches. Co-authored-by: Cursor <cursoragent@cursor.com>
