Prepends SG-0 hand-path delta (+1) and pairing class (c) so check-pr-sg0-net-shrink-discipline.sh passes on edits to sg0_census_test.rs. Deferral cites existing T-LAS execution-split worker brief. Co-authored-by: Cursor <cursoragent@cursor.com>
