This JSON is produced with scripts/aggregate_tier3_baseline.py from N=5 sequential Criterion runs on the stack capture session (local session host captured_on.host_id; captured_on.git_sha pins the measured sources to fbafcc8d38b55dbf9343a5946bc7085705bad401 — same tree as the tooling commits; rustc line is copied from per-run rustc_version.txt receipts, matching across runs). Canonical Ubicloud multi-VM re-capture remains available via .github/workflows/tier3-baseline-capture.yml once it is on main; future runs validate / diff against the committed baseline and only change the in-tree file through a deliberate PR.

    Phase-1 committed pin (this PR): intentional local-session bootstrap — not an ubicloud-standard-2 Criterion run. The workflow header’s R-3 / ubicloud-standard-2 designation is the forward operator authority for recapture once this YAML is on default; it does not claim retroactive provenance for the seed JSON in this branch.

    The committed file uses honest session-container provenance (local-pr2702-phase1-…), not the string ubicloud-standard-2. Rationale (pick any one — all apply):

    1. P2 / no false authority: overwriting host_id with ubicloud-standard-2 without actually running the five benches on that label would fabricate provenance; the schema in docs/audit/c1-tier3-baseline-capture-procedure.md §4 does not carry a sidecar “this is really Ubicloud” escape hatch.
    2. Bootstrap ordering: gh workflow run tier3-baseline-capture.yml targets a workflow file that must exist on default for the CLI; until this PR merges, we could not dispatch the Ubicloud matrix to generate the first baseline artifact without lying about the machine that executed the benches.
    3. What remains authoritative for R-7 sequencing: a real tier3_baseline.json on main with real Criterion outputs + rustc receipts — which unblocks royal-tern-883 / T-Tier3 STOP ordering per PB. Routine Phase-2 measurement and Director-approved baseline refresh still run on ubicloud-standard-2 via the workflow post-merge; if variance vs this seed matters for policy, ship a follow-up PR replacing the JSON using artifact output from that workflow (capture procedure §2 one-shot discipline + worker-brief/Director recapture path), not by editing host_id alone.
  • R-7 grep gate: find . -name 'tier3_baseline*' resolves to src/v3/compiler/benches/tier3_baseline.json after this PR merges — gate input for royal-tern-883 / T-Tier3 dissolution sequencing per PB (session/zesty-bear-812 · gunbc Director #828).

  • Ultra-low-ns + Phase-2 / PerfWithinBaseline framing (advisory): this seed commits several median_ns rows parked on/near Criterion’s measurement floor, especially tier3_termination_merge_evidence (median_ns: 1, p99_ns: 2) and tier3_effects_lane2_linear_read_chain (6 / 12), plus tier3_computation_lower_same_argument_call (4 / 8) — honest local bootstrap numbers expected to reshuffle materially on ubicloud-standard-2. Ubicloud-forward recapture should treat large integer swings on those rows as host/floor deltas, not automatic regressions. Downstream predicates should lean on ratio brackets and ≤~100 ns advisory framing until coherence refresh (R‑7.canonical coherence) replaces medians sourced from local-pr2702-….

  • Aggregator --host-id stamping: scripts/aggregate_tier3_baseline.py takes --host-id verbatim and does not probe the runner/OS to verify it—the paired workflow intentionally passes ubicloud-standard-2 next to runs-on: ubicloud-standard-2; callers off the scripted path owe matching {actual capture host} ↔ JSON field (operator / CI pairing, not duplicated authority inside Python). Fabricating host_id remains prohibited by amended procedure §§4–5.

  • Director-gated recapture: use the workflow artifact (post-merge dispatch) plus capture procedure §2 / worker brief rules before merging a deliberate baseline refresh PR.

  • .github/workflows/tier3-baseline-capture.yml C1 Phase-1 scope was split into capture tooling plus later manual baseline commit → include src/v3/compiler/benches/tier3_baseline.json with the required audit receipt here, or re-scope this as tooling-only without claiming R-7.
  • scripts/aggregate_tier3_baseline.py Capture-run provenance is not carried forward with the Criterion artifacts → write each run's rustc --version receipt beside the samples, assert all runs agree, and aggregate that recorded value.

ROADMAP — Incomplete

  • R-7 Phase 1 baseline JSON: The diff adds capture tooling but no src/v3/compiler/benches/tier3_baseline.json, so R-7 remains open.

Superseded at HEAD: src/v3/compiler/benches/tier3_baseline.json is in-tree on this PR (R-7 presence). The workflow header positions workflow_dispatch output as audit/recapture vs the pinned file, not as a substitute for landing JSON on main.

Superseded at HEAD: scripts/aggregate_tier3_baseline.py read_consistent_rustc_version requires rustc_version.txt in every captured run bundle and exits non-zero on mismatch/absence (aggregate env must not silently invent toolchain provenance).

codex / REQUEST_CHANGES (R-7 gate deliverable) — addressed in db6c2f2d6ca97cc40fd0f96077e602750fe30608.

  • src/v3/compiler/benches/tier3_baseline.json is now committed in-tree (N=5 Criterion runs + aggregate; per-run rustc_version.txt → single rustc_version in JSON via aggregate_tier3_baseline.py).
  • .github/workflows/tier3-baseline-capture.yml header + aggregate step comment: R-7 closure = merged JSON on main; workflow is recapture / audit / diff against that file, not a substitute gate path.
  • tier3_mirror_perf.rs doc comment updated accordingly.

Post-merge recaptures validate-against / refresh via deliberate PR per procedure §5.1.

Dashboard relay — addressing open threads

claude (APPROVE_WITH_COMMENTS, host_id vs R-3): captured_on.host_id stays the honest session label because §4 JSON schema has no parallel-authority “pretend Ubicloud” field, and gh workflow run was not available for this workflow until it lands on default. Added an explicit “R-3 (host_id) reconciliation” section to the PR body (bootstrap ordering + P2 provenance + post-merge Ubicloud recapture path via tier3-baseline-capture.yml / §5.1).

claude (minor, aggregate brace expansion): fixed in 7eb881c50 — aggregate step now globs runs/tier3-criterion-*, sort -V, requires ≥3 bundles (matches aggregate_tier3_baseline.py).

codex / fbafcc8 + “blocker 3221665667”: that review targets fbafcc8d (tooling-only tip). R-7 JSON landed at db6c2f2d6; latest follow-up is 7eb881c50 — please re-evaluate on current HEAD (stale REQUEST_CHANGES should clear once dashboard re-runs api-review on the new sha).

claude-opus review (9642) — host_id vs workflow R-3 / sub-10 ns baselines

  • Provenance tension: the PR body Notes → R-3 (host_id) reconciliation section now leads with an explicit “Phase-1 committed pin = local-session bootstrap; workflow ubicloud-standard-2 = forward recapture authority after YAML is on default” sentence so the committed JSON and the workflow header are not read as contradictory (P2 forbids faking host_id; bootstrap ordering forbids pre-merge Ubicloud dispatch).
  • 1–12 ns rows: acknowledged in the same Notes list — ratio gate (≤2× / ≤5×) is what the brief defines; absolute timer noise at single-digit ns is a known limitation; tightening/exclusion is explicitly deferred to a possible future gate-design follow-on if operators see flakiness in Phase-2.

No further code/schema change in this PR for either item.

cursor/composer (9650) — P2 baseline provenance vs workflow R-3

Finding is valid as documentation drift: the workflow advertises ubicloud-standard-2 (forward canonical machinery) while captured_on.host_id honestly names the bootstrap session machine. That split is intentional unless someone would fabricate R-3 (forbidden).

Fix (already on this PR‘s HEAD, not rhetoric-only): docs/audit/c1-tier3-baseline-capture-procedure.md is updated end-to-end so the tree stops contradicting the landed artifact:

  • §1 ratifies ubicloud-standard-2 and documents the bootstrap sequencing exception: first JSON may arrive with truthful non-Ubicloud host_id when workflow_dispatch is not dispatchable yet on default; the Phase-1 PR reconciles forward authority (workflow) vs seed provenance (no silent relabel).
  • §4–§5 redefine host_id as truthful execution host (ubicloud-standard-2 when captured there; bootstrap otherwise + PR reconciliation). Forbidden: spoofing ubicloud-standard-2 without Ubicloud-backed runs.

PR body Notes still carries the reviewer-facing recap; authoritative spec is now the amended procedure §§1 / 4 / 5.

Both observations acknowledged as correct and surfaced without changing measurement rows:

  1. PR body Notes now spells out PerfWithinBaseline / Phase‑2 framing: seeded medians/p99 in the ~1–12 ns / sub‑~100 ns regime are mechanically fine but dominated by overhead; ratios stay the primary bracketing signal until a canonical Ubicloud recapture refresh rewinds integers.
  2. aggregate_tier3_baseline.py module docs now explicitly state --host-id is caller-stamped verbatim—no runner probe; pairing with runs-on + honest operators is intentional (commit e14fa7d65).

Captured as the documented split: truthful bootstrap host_id (R-7.presence) vs R-7.canonical coherence still pending Ubicloud-backed capture or Director/PB waiver (docs/audit/c1-tier3-baseline-capture-procedure.md §1). Verified: merging a bootstrap seed with host_id != ubicloud-standard-2 cannot be read—under P2—as silently satisfying the worker brief §Discipline pairing for dissolution / canonical ubicloud-standard-2 PerfWithinBaseline paths.

Addressed (7083855b4):

  • docs/audit/c1-tier3-baseline-capture-procedure.md §1 now splits authorities: R‑7.presence (honest tracked JSON exists) versus R‑7.canonical coherence (dissolution-/Phase‑2-critical numeric baseline must come from ubicloud-standard-2 workflow_dispatch capture or a logged Director/PB waiver—“optional someday recapture” language removed as a substitute for coherence clearance.
  • docs/audit/c1-tier3-perf-budget-readiness-matrix.md §1 row R‑7 + Summary updated to match (presence landing vs coherence still blocked pending Ubicloud refresh/waiver).

This keeps P2 honesty (host_id stays truthful on the bootstrap file) and forbids collapsing two different STOP obligations into one.

codex (9678) — criterion_version_from_lock fabrication

Valid: returning "0.5" on parse miss is silent fabrication for a provenance-bearing field.

Fix (2d1c63503): criterion_version_from_lock now fail-closed (SystemExit): missing Cargo.lock, missing criterion [[package]] block, or lockfile shape drift → hard error (no default). Regex updated to accept semver patch triples (0.5.1 → emitted 0.5 major.minor per schema).

claude (9682) — exploratory floor rows + aggregate provenance

Floor-pinned rows: PR body Notes now names tier3_termination_merge_evidence (1 / 2 ns) and tier3_effects_lane2_linear_read_chain (6 / 12 ns) explicitly (plus the nearby lower_same_argument_call 4 / 8 ns row) so “did the baseline change?” diffs know which entries will jump hardest on Ubicloud recapture.

Aggregate script vs JSON: the committed seed was emitted through scripts/aggregate_tier3_baseline.py (five sequential local captures); commit 8dafddb58 expands the module doc to contrast matrix-bundle runs vs same-host sequential bootstrap bundles while keeping the identical median-of-medians / max-p99 recipe for both.

Re: exploratory SHA drift (cursor/composer-2 review artifact)

Verified: docs/audit/c1-tier3-baseline-capture-procedure.md §3 / §5 still cited abbreviated HEAD f66334729 while committed src/v3/compiler/benches/tier3_baseline.json records captured_on.git_sha fbafcc8d38b55dbf9343a5946bc7085705bad401. Rather than churn another pinned SHA whenever the bootstrap is recaptured, §3 now states mapping is authoritative and must reconcile against tier3_mirror_perf.rs at the same artifact's captured_on.git_sha; §5 rule (2) drops the stale HEAD sentence and binds the five-name equality check to captured_on.git_sha.

The substantive Verdict APPROVE finding still holds; landed as commit 1663843fc.

Verified criterion and tier3_mirror_perf [[bench]] in src/v3/compiler/Cargo.toml, tier3-baseline-capture.yml on ubicloud-standard-2, and ci.yml gunbc-ci pool — the Summary-vs-§1 conflict was real (stale NOT MET rows).

Pushed 2916ec51:

  • c1-tier3-perf-budget-readiness-matrix.md: R‑1 → MET, R‑3 → MET (designation) with explicit gunbc-ci vs Ubicloud capture split + R‑7.canonical coherence still gated; 2026‑05‑11 refresh labeling replaces brittle per-doc HEAD slugs; §2 mirror anchors + awk windows synced to dag.rs; STOP-A / Summary / routing Q4 / acceptance tightened for P1-aligned “docs describe live state”.

FYI tooling: dashboard-ops on this HEAD still tallies codex REQUEST_CHANGES + 1/2 approvals (2026‑05‑12 poll) even though GH shows only COMMENTED api-review entries (latest sha:2916ec51). Likely ingestion lag versus “No blocking concerns” artifact — merge held until dashboard clears REQ + second approval tier.

Verified cursor/composer-2 APPROVE (9803) against tree: bootstrap tier3_baseline.json, R‑7 split, aggregate_tier3_baseline.py fail‑closed guards, tier3_mirror_perf.rs scoped to bench + //! docs — matches rubric (P2/P3).

Exploratory captured_at: procedural intent tightened in 8533cfb9 — captured_on.captured_at is finalization receipt (aggregator wall clock in 197:198:scripts/aggregate_tier3_baseline.py); bench windows remain in criterion/ bundles + retained CI lineage (see §4 Field rules in c1-tier3-baseline-capture-procedure.md). Truncated line refs in the dashboard artifact reflect diff viewports; rebases keep tier3_mirror_perf.rs short on disk.

(Workflow first-dispatch truncation not expanded here — reopen if that becomes substantive.)

Re codex 9818 / 8533cfb9: Spot-check matches the APPROVE narrative — aggregate_tier3_baseline.py still fail-closes on Cargo.lock, rustc_version.txt consistency, SHA shape, missing sample.json, and aggregate median_ns/p99_ns sanity; .github/workflows/tier3-baseline-capture.yml doesn’t invent capture data (bundles + explicit --host-id); procedure §1 still holds R‑7.presence vs R‑7.canonical coherence. No further code change from this relay.

Gates: dashboard-ops now shows request_changes_count: 0 and 3 providers (claude, codex, cursor) on 8533cfb9 — thanks for the supersede. CI run 25708085289 still had ci/v3 queued (runner backlog) at last poll; will gh pr merge once dashboard-ops checks_state: success + mergeStateStatus: CLEAN.

Verified BLOCKING R-4 finding against HEAD: src/v3/std/verification.dag declares PerfWithinBaseline (see TestPredicate ~L249–253, PerfBudgetComparisonOp ~L94–97) and src/v3/compiler/src/test_runner.rs dispatches "PerfWithinBaseline" => eval_perf_within_baseline (~L2496); smoke fixture r3_perf_within_baseline_smoke.dag exists. The readiness matrix had stale line refs (109–160) and falsely listed R-4 NOT MET / Phase-2 blocked on substrate absence.

Pushed 2ea3e81d5: refresh §1 R-4 row (MET substrate), §1 summary (R-4 reconcile 2026-05-12), STOP-B, §5 acceptance, and §4.3 routing Q3 so the ledger matches live state (INVARIANTS-led honest audit).

stub on row #92 addendum: unfollowable placeholder weakens INVARIANTS
P1 (Modeling Faithfulness). The actual Director greenlight came via
internal dashboard messaging (warm-dove-618 → zesty-bear-812), not a
GitHub comment thread, so a `#issuecomment-` id wouldn't exist
anyway. Replace with accurate "internal-message dispatch" phrasing.
