Summary

R3 §1.8 gate #75 pr_anticipation_discipline_ci_active is satisfied at HEAD: .github/workflows/ci.yml ci job already runs scripts/check-pr-sg0-net-shrink-discipline.sh --self-test on every non-draft run and runs the script with PR_BODY on pull_request when sg0_census_test.rs differs from origin/main.

This PR only updates canonical program docs so the ledger matches CI reality:

  • docs/r3-program-plan.md — §1.8 row Lane A tasks #75, §3 T-Debt-Paydown blocker cell, §1 PR-anticipation bullet, §10.3 Q-PR-Anticipation-Gate status
  • docs/r3-structure.md — §Acceptance PR-authoring-discipline bullet

CI already runs scripts/check-pr-sg0-net-shrink-discipline.sh in .github/workflows/ci.yml (self-test + pull_request PR_BODY check). Update r3-program-plan §1.8 + §3 T-Debt-Paydown blocker, r3-structure acceptance bullet, and Q-PR-Anticipation-Gate status to record the consumer as landed for R3 gate #75.

Director ratified #2588 as the canonical gate #75 bind after this duplicate worker PR appeared. Please treat #2592 as redundant pickup from the auto-spawn race; canonical artifact is #2588.

Checked GitHub state: #2588 is still OPEN (session/silent-ram-834, “mark Debt-Paydown gate 75 passing”) and is the broader ledger bind Director ratified. #2592 is already CLOSED as duplicate (same gate #75 doc intent from auto-spawn race).

No further code or doc commits from this worker: any additional edits would re-open churn against the canonical #2588 line.

Merge readiness for #2592: not applicable — PR is closed; downstream should track #2588 only.

Merge readiness (#2592): N/A (closed). #2588 at snapshot: ci/v3 still pending, mergeStateStatus BLOCKED, reviewDecision empty — not merge-ready from this shell’s view; silent-ram-834 should drive #2588 through reviews + green CI.

Manager closure note for dashboard://work-items/r3-gate-75-26e2c4d7: canonical #2588 has merged (dbccd6d53, 2026-05-10T15:08:58Z) and carries gate #75 to main under Director-ratified bind gate #75 -> #2566 -> PR #2588 -> silent-ram-834.

This duplicate PR #2592 should remain closed and should not hold the work item open. Dashboard rebind/close commands are not available in this manager container, so this is the GitHub fallback receipt for operators/dashboard.
