+# R3 T-Tests-As-Data Slice 1 Census Reconciliation
+
+Status: PROPOSAL / audit receipt. This note records the slice-1 SG-0 census
+reconciliation against the current tree. No test removals, no test-path
+renames, and no `sg0_census_test.rs` edits were required because the census
+already matches the tree exactly.
+
+## Authority
+
+- Slice progression: PR #1497 §6, "Inventory + census honesty".
+- Closure gate: `every_rust_test_ports_to_dag_or_generated`.
+- Census authority: `src/v3/compiler/tests/integration/sg0_census_test.rs`.
+- Path-grounding verified at HEAD with `git cat-file -e` for the test tree and
+  census file.
+
+## Reconciliation Result
+
+Tree walk:
+
+- `src/v3/compiler/tests/**/*.rs` count: 87
+- Sorted tree inventory: 87 paths
+
+Census walk:
+
+- `EXPECTED_HAND_AUTHORED_TEST` count: 87
+- Sorted census inventory: 87 paths
+
+Diff:
+
+- Tree-only entries: 0
+- Census-only entries: 0
+- Duplicate census entries: 0
+
+## Findings
+
+1. The current SG-0 census is already honest with respect to the tree.
+2. Every hand-authored `*.rs` test file under `src/v3/compiler/tests/`
+   is already listed in `EXPECTED_HAND_AUTHORED_TEST`.
+3. No stale entries were found, so no stale-census cleanup was required.
+4. No new hand-authored test files were introduced outside census authority.
+
+## Implication
+
+Slice 1 completes as a no-op reconciliation result. The ratchet remains on the
+same 87-path set, and future drift should be handled by updating the census
+only when the tree changes.
