RetryAfterSeconds.seconds and QuotaTermSeconds.seconds are now std.measure Second; quota_term_to_window_end returns Second?. Nat conversion only at LeasePolicy.maximum_duration_seconds / SeatRequest / PoolUpstreamObserved term_seconds. Witness openrouter_hosted_route_witness_test: all PASS (local gunbc run --claim-run; remote dispatch built gunbc but cannot run witnesses: HostBudgetUnreadable).
