WHAT IS DELETED: the 111 hand-written plan documents and the receipts/ and edge-label-coproduct/ subtrees, plus the 96 HandAuthoredDocBind rows in gunbc.doc_graph_roots whose document no longer exists (a bind naming no document is not a root). WHAT SURVIVES: - the 82 plans generated from .dag Plan carriers (deleting them means deleting their carriers and registry rows; that is a follow-up cut, not a file rm); - the six hand-written documents DESIGN.md links, so the design document keeps no dead link: replacement-migration-doctrine, scaffold-admission-doctrine, fabric-storage, serving-capacity-home-ruling, map-literal-introduction-design, ci-end-to-end-accounting. Retain or retarget live roadmap authorities
Deleting this document leaves the active roadmap entries in ROADMAP.md:153-154 linking to a nonexistent authority. The same batch also removes six other documents still linked from ROADMAP.md and the T5B decision still linked from docs/plans/self-host-cargo-refusal-root-partition.md. These are parsed Markdown links, not the intentionally retained .dag prose citations: build_doc_graph_report records missing .md targets as dangling, so doc_graph_has_no_dangling_links at dag/test/claim/doc_reachability_witness_test.dag:209-210 will refuse until the links are removed, retargeted, or their documents retained.

D15 in gunbc.plans.demand_engine_program gains the design constraints the analysis established and the deferred full-program target with its home authorities. The dated memo-on/memo-off comparison is the receipt on this PR's description. The native-memory-parse note records the current state. Projections regenerated with generated_artifact_gate main_wet.
