Adds the two cache-blobs bucket mint modes to fleet-converge, mirroring r2_workspace_object_read_mint / r2_workspace_object_write_mint. Each runs
gunbc.cloudflare.r2_token_mint_runrun_cache_object_read/run_cache_object_write(already present; purpose FabricCacheBlobs), so no mint policy changes: only the dispatch route. Generated:ci_spectargets and invokes,fleet_converge_workflowmodes, steps and receipt uploads, and the regenerated.github/workflows/fleet-converge.yml.Serves the CI programme (row R3, native product reuse) and the v2 self-host lane: the shared native product store (gunbc#13509) needs these tokens minted and pinned in
gunbc.cloudflare.r2_originfabric_cache_blobs_standing. Nothing is minted by this PR; the operator dispatches the modes afterwards.Not run: no CI result yet; the mode wiring is only checked by the generated-artifact and floor gates on this PR.
