Baseline control for #13420 (requested by warm-crane-577). Changes ONE comment line in
test.claim.megarac_managed_host_forged_probe_witness(cut 3's KVM-reaching forged probe, unchanged on main) so the floor plans it into #13195's fixture-closure union, with nothing else in the diff.
