v2.test.parse.* modules sit outside v2.workflow.required_floor required_gate_prefixes, so the floor runs their claims only when a PR's diff touches them. This PR moves 10 of the census's cheap, green (a) modules into the gated test.claim.parse_test family, which an existing prefix row already admits.

What changed

• Modules. Each file is renamed parse/<x>_test.dag → parse/parse_test_<x>_test.dag, and its module line becomes test.claim.parse_test_<x>. Claim bodies, names and imports are byte-identical; git diff -M shows a one-line change per file.
• Grandfathered roster. floor_grandfathered_roster gets 22 WitnessRenamed removals, one for each old identity the cut grandfathered. A rename is a new witness, so these claims are now judged against the new-witness tier.
• Cost-basis receipts. witness_row_cost_basis.tsv loses 4 rows keyed by the old paths. They are receipts for the old identities, and Delete parse_engine_hooks, its claim and its self-host transport (follow-up to #12376) #12403 deleted rows the same way. No warm rows were hand-added.
• Citations. Three prose citations of the old module names now name the new ones.

Excluded, and why

• keyword_path_segment_parse was one of the 11 in the census. It imports v2.test.parse.expression_bodied_fn_decl_parse, which Grammar overlap: validation refuses every overlap row; required zero-count floor claim; retire the parse residue #13126 edits, so it is left for after Grammar overlap: validation refuses every overlap row; required zero-count floor claim; retire the parse residue #13126.
• Untouched by request: the 8 grammar-program modules, the 7 FALSE claims, and the 7 foreign-language grammar modules.
