Closed without folding in the v1 closeout bankruptcy (#13641). A conflicting draft, superseded by the approval-broker store work. Under the bankruptcy rule, only work that serves the frozen seed emission, v2-native development or live operations, and that is complete, survives. Approval submissions still target the roadmap listener after the approval broker becomes the active store writer. Derive the submit and status URLs from the existing cutover posture so they follow that writer in all three postures.
This change affects every approval submitter and is isolated from printer federation, physical print execution and CAD. Enroll the request-client witnesses in the required gate, including the cutover projection and refusal cases. This is a prerequisite for the printer approval route in #13149.
Validation is pending CI; keep draft until the request-client witnesses and required checks pass.
