This PR adds a design doc only: docs/plans/census-part-2-inference-design.md. Building waits until census part 1 lane A (deep-badger-684) merges.

The doc extends lane A's row format with one stage field (Resolve | Infer | Emit). It does not add a second row format. It covers:

  • the subject population: modules part 1 resolved, with an identity join over native_census_modules
  • what a refusal means at each stage
  • cascade attribution, reusing lane C's rule
  • the instrument label (it defers to A's label if A's census is whole-pipeline)
  • the receipt shape
  • seven discriminating controls

The census cannot use the native lane's Prepare verdict as its stage, because that verdict folds resolve and infer together. The doc flags this and leaves the decision open.

Items marked [A] or [lane C] are reconciled once those PRs land.
