Closed unmerged as agreed. The question it asked was answered without it: across 13 floor runs from five PRs, the two spark wet witnesses are red on every srv1 runner (5/5) and green on every srv3/srv4 runner (8/8). Throwaway diagnostic for #12436 (parent-approved). Never to be queued or merged; closed and its branch deleted as soon as the floor reports.
It adds one wet witness, test.claim.spark.probe_12436_reason_wet_witness, and rosters it in the local-repo wet lane. Each of its claims asserts one property of gunbc.instruments.fabric_capacity_standing's failure text, so the floor's per-identity verdicts show which branch the instrument takes on the runner. The wet lane itself logs only observed=failed.
Local baseline (same head, my container): the expected serving-authority text is present, 'no dashboard instance declared for host' is present, 'group-a' appears, the answer is multi-line, and reach, clock, no-serving-group and success are absent.
