body_lower_stmt_spine_has_successoragain admits only LET-headed spines (the pre-#12221 guard). Expected: the required floor goes RED onv2.test.claim.body_lowering.statement_let_bind.unbound_statement_prefix_refuses_holds, while #12230's own head is green.
