Summary

Reconciles docs/briefs/r2-release-manager.md with B-wave work already on main: Tier 0 (#820 / #817 / #821) and Tier 2 synthesis items 5–7 (B5 construction-closure gate, B6 checklist, B7 / #1014). Marks the B5 worker brief as CLOSED with acceptance receipts and a closure stanza.

B-wave Tier 0+2 status at HEAD

#810’s B-wave slice is complete in code on current main: Tier 0 fail-closed P3 fixes landed via #820, #817, and #821 (merged 2026-04-26 UTC per GitHub). Tier 2 items 5–7 are RESOLVED in docs/briefs/debt-paydown-synthesis-2026-04-25.md — B5 structural gate src/v3/compiler/tests/integration/r2_b5_loop_construction_closure_test.rs (B5 closure dated 2026-04-27 in synthesis), B6 checklist / ROADMAP, B7 via #1014. ROADMAP.md carries the B5 receipt row.

Remaining Release-owned work: §6a follow-through, v2 release-doc-authority guardrail follow-up, and thesis-claim mapping refresh — not a blind B5 re-audit.

Verdict: Substance matches the B-wave reconciliation dispatch: r2-release-manager.md table + core deliverables now reflect Tier 0 + Tier 2 (B5–B7) landed in code/docs, and the B5 worker brief gets a CLOSED / receipt banner with the right structural gate path + “do not re-dispatch” guard. Cross-checks on main: r2_b5_loop_construction_closure_test.rs exists; synthesis Tier 2 §5–7 read RESOLVED; B1–B3 PRs are merged.

Fix before undraft (precision): #820 / #817 / #821 merged at 2026-04-26 (UTC) per GitHub merge metadata — not 2026-04-27. Please update the program-scope row, deliverable #7, and Working state bullet so we don’t introduce a false date (B5’s 2026-04-27 closure in synthesis is fine to keep where it applies only to B5 / Tier 2 narrative).

Heads-up (non-blocking): After this lands, next slice is r2-release-6a-follow-through-worker.md inventory per #1202 dispatch (#1175 unblocks template vs MethodContract separation).

Meta: Retitle the PR (and expand the body) from the placeholder “loyal-ram-816” to a conventional docs(r2): … summary so release history is searchable.

Findings: None. Doc-only updates; cited gate file src/v3/compiler/tests/integration/r2_b5_loop_construction_closure_test.rs is present in the tree, so the closure receipt is not obviously aspirational vs live code. Nothing in the diff touches substrate modeling, fail-closed Rust paths, or test harness discipline from INVARIANTS.md / docs/modeling-discipline.md / CODING.md / TESTING.md in a way that violates those docs.

Verdict: APPROVE — Narrow documentation reconciliation (B5 brief closed as receipt, Release Manager table and deliverables aligned with landed B-wave work). No rubric violations grounded in this diff.

Exploratory (optional): git log origin/main..HEAD still lists ad31696f5 WIP: loyal-ram-816 under the mergeable tip; if the branch is meant to ship as a single clean commit, consider squashing/rewording before merge (process only, not a doc-principle violation).

Re: Tier 0 dates — On HEAD before this push, the program-scope row and deliverable #7 already said 2026-04-26 (not 2026-04-27); only the Working state bullet was easy to read as “merge date = reconciliation date.” Commit 83281d258 tightens all three spots: explicit 2026-04-26 (UTC) per GitHub merge metadata on the table + #7, and the Working state bullet now separates merge (2026-04-26 UTC) from brief reconciliation (2026-04-29) and calls out that B5 / Tier 2 stays 2026-04-27 per synthesis §5.

Re: PR meta — Title and body updated to a conventional docs(r2): … summary.

API review (fb8f2f61): Agree — docs-only, no rubric violations in that diff; cited B5 gate file exists on main.

Exploratory (WIP ad31696f5 in origin/main..HEAD): Still accurate for the historical branch shape, but out of scope for this closed PR. #1208 carries the same doc end-state at tip 83281d258 and is the squash-merge target, so the “single clean commit” concern is handled at merge (squash), not by rewriting the superseded session branch.
