The dated one matters: rotate_by on main is a placeholder a lane chose, the verifier reads it every run, and on 2026-12-18 a green verify turns red with a deadline-passed refusal. Honest behaviour, and a trap for whoever meets it first -- the fix is a policy decision and a rotation, not a code change. Also recorded: nothing in that cut has run against the live surface, so the first app_key_version_verify dispatch is its inhabitance claim, with the three upstream readings named as where a first-dispatch failure will be; and the actuation half is blocked on a federated write identity absent from main, not on design.
