…ect rows (wind-down) Operator ruling 2026-09-20: wind down the primitive-egress / demand-engine effects program and store progress and remaining items in the roadmap. One owner, primitive-egress, twelve rows with their dependency edges: NUMERIC-BIT cuts 1-3 (#11643 sealed carrier at the queue; kernel arms; multi-limb), CRYPTO-0 (#11647 landing incl. the hmac evidence rows review 69198 found; curve and sign), ENCODING-0 (#11727 landing; content_hash, UTF-8 causes, bytes seam), EFFECTS-1 (#11744 stale roster + E2 provider), CONTENT-HASH FNV kernel, CENSUS-0 follow-ups, the Optional-at-required tail, and the residue.
