Operator ruling 2026-09-20: all lanes wind down to prioritize v1 performance and v2 migration; progress and remaining items go into the roadmap as project items.

One dated updated(...) note on fleet-mtcollins1-first-host in gunbc.roadmap_authority, the same carrier the 2026-09-14 wind-down used: DONE on main, REMAINING in order (11 items, each naming its PR/work item and trigger), and STANDING RULES learned this week. Notes render into the served roadmap's disclosure notes, not the committed ROADMAP.md (verified: the 09-14 note is absent from it), so no projection changes. Parse oracle clean.

Operator ruling: all lanes wind down to prioritize v1 performance and v2 migration. Recorded on the node's dated updates thread, as the 2026-09-14 wind-down was, so the program resumes from the record rather than memory: what landed (approval-gated boot pipeline, boot 22, MegaRAC session facts, HW1-QUAL, PXE 0A-0D fail-closed, Mt. Jade class facts), the remaining items in order (census ISO and boot 23, the boot parser rewire onto the envelope grammar, broker stage A with its dispatch shape, the P-256 native-build test row, PXE 0B's DNS zone and FQDN, Jade first contact, fan policy, MachineWidth, approval routes on the broker, floor coverage follow-ups, the operator-owned Apple items), and the standing rules learned this week (PR CI green is not claim evidence for .dag; the witness floor runs but does not gate; the exhaustive fleet-key fold; where local and remote runs die).
