Third dated TicketUpdate (2026-09-16) on v1-verification-ledger's updates thread in gunbc.roadmap_authority, following #11397 and #11450.

eager-raven's receipt pair for #11462 (both arms, srv1, full corpus) reports NativeDriverCostReconciled at main 23a15bdc90 and at the composed head — the first reconciled full-corpus fold; every earlier fold refused NativeDriverCostRemainderExceedsTolerance. Attribution recorded as eager-raven and the performance side chat stated it: #11290's relay_emit row plus subsequent main commits (incl. #11401); #11462 confirms but does not cause it. The remainder hunt named in the 2026-09-14 update is closed; the frontier's "full-universe reconciled main measurement" precondition now holds; the context floor then parallel realization remain.

Prose-only; typechecked on srv1 with a gunbc built from the branch (brief-budget violations unchanged and pre-existing). ROADMAP.md regenerates by heal.
